The City of Jeffersontown is seeking quotes from companies that provide solid waste and recycling collection services. The objective of the City is to select one firm that can offer the highest quality of service at the most favorable cost. Current contract expires on June 30, 2024, and contract services will begin on July 1,2024 Proposal Procedures Each proposal shall be prepared simply and economically, avoiding the use of elaborate promotional materials beyond those sufficient to provide a complete, accurate and reliable presentation. The City of Jeffersontown reserves the right to reject any and all bids. Notwithstanding any other provisions of this RFQ, the City reserves the right to award this contract to the firm that best meets the City's requirements and not necessarily to the lowest bidder. Furthermore, the City reserves the right to reject any or all proposals and to waive any minor irregularity or technically in proposals received prior to the execution of the above referenced service agreement, with no penalty to the City. Scope of Professional Services A. Company should collect solid waste and recycling in the City of Jeffersontown pursuant to the bid specifications (attached hereto, and made a part hereof) according to the following guidelines: 1. Collection location at each residence shall be at curbside of the home. o Each residence will be provided with up to two (2) 95-gallon carts for solid waste collection and one (1) 65-gallon cart for recycling. Individuals requesting more carts will contact company and the company will bill the individual monthly. o Estimated number of pickup locations: Resident - 9,013 and Condos - 773 Collection of solid waste shall be one (1 ) time per week at each residence or designated condos. Company will need to provide a list of the holidays that they observe. City of Jeffersontown will except if regular collection days falls on or after one of the company's observed holiday, all collection days for the remainder of that week will be moved forward one (1) day. C. Company agrees to comply with all Federal, State, and local laws and regulations in the collection, removal, and disposal of all such waste material. o Public Works - 30YD roll-off container o Skyview Park - 8YD container o City Hall - 6YD container o Chamber of Commerce - 8YD container o Jeffersonian (Old Community Center) - 8YD container o Plainview Swim & Tennis Center - 8YD container o David Armstrong Gymnasium - 8YD container o Youth Football Facility - 8 YD container o New containers may be required at the new Police department building and Amphitheater once construct has been completed in 2025. These containers will be added when required. D. Normal collections hours should be limited to the time beginning at 6:00 a.m. (local prevailing time) and cease prior to 5:00 p.m. (local prevailing time). 8. The following container service is required for the City of Jeffersontown. 3. Collection of recycling materials will be one (1 ) time every other week at each single-family residence One (1) large and/or bulky item placed at the curb will be collected on normal collection days. Extremely heavy or bulky refuse, such as stoves, refrigeration, etc. will be hauled by company at a price agreed upon between resident and company. Glass clipping, brush, trimmings, and leaves, placed in paper yard waste bags, plastic bags or containers properly marked as "Yard Waste Only" may be placed at the curb to be collected by company one (1) time each week at each single-family residence. Company agrees to provide service for the removal of Christmas trees each year on regular collection days, and there is to be no special preparation of said trees for collection. Contract expires on June 30, 2024, which is a Sunday. If there is a new solid waste & recycling company their trash and recycling bins should be distributed during the week of June 24, 2024. Current solid waste & recycling company will need to pick up their trash and recycling bins after final pickup during the week of June 24, 2024. The following container service is required for the City of Jeffersontown. These containers will be added when required3 All work shall be done under the direction of the Mayor of Jeffersontown. This authority shall be corrective only and not supervisory in nature. In case it shall appear at any time that the work or any part thereof is not being properly done, the same shall be immediately corrected upon demand of the Mayor, ompany and any subcontractors shall procure and maintain throughout the full term of the project and including acceptance, insurance as follows: a. For liability for body injury including accidental death, $500,000 for any one person and subject to the same limit for each person, $1,000,000 on account of any accident. b. For liability for property damage, $500,000 on account for any one accident and $1,000,000 on account of all accidents. c. For liability for property damage of not less than $500,000 covering operation of all vehicle owned by Company. d. Certificate of Insurance for General, Auto Liability and Workers Compensation Liability is required with the City of Jeffersontown listed as Certificate Holder.
