The purpose of this IFB is to establish a service contract with a certified plumbing or septic tank contractor in the State of Florida who shall provide plumbing, septic and related work for Seminole County in a reliable and timely manner. The Contractor shall have the capability to service multiple locations throughout Seminole County at any given time. The majority of work under this contract will be plumbing work for residential properties. Contractor must be a State of Florida Certified Plumbing Contractor and State of Florida Certified Septic Tank Contractor or a State of Florida Certified Plumbing Contractor certified under 489.105(3)(m), F.S., who is eligible under s.489.553(5)(a) and (b). Contractor shall conduct all work during normal working hours unless authorized in writing by the County. Contractor shall only utilize licensed, trained and experienced employees to perform the work required. Contractor shall have plumbers on staff who possess both master and journeyman licenses in good standing with the State of Florida. Question Submission Deadline: March 4, 2024, 5:00pm Service Requirements The Contractor shall provide all permits, labor, material, supplies, transportation, insurance, incidentals and equipment to provide emergency and routine repair service in order to provide essential plumbing services in residential properties as directed by the County. The scope of work may include, but is not limited to: General maintenance, repair, or replacement of existing domestic and sewer piping systems; Location and repair of leaks within concrete walls, frame walls, or floors slabs and replacement of material that was removed; Provide and install plumbing specialties, plumbing fixtures and plumbing equipment to repair or replace existing installations; Replacement of fixtures, tile, and other equipment in residential properties; Provision and installation of all piping systems, plumbing specialties, plumbing fixtures, and plumbing equipment to complete rehabilitation of residential properties; Complete revision of the plumbing system in a residential structure; Install/repair hot water heat pumps, chilled water pumps, sump pumps and sewage pumps; Troubleshoot and repair steam, water and gas utility distribution systems; Repair/replace pneumatic steam valves, radiator valves. Traps and steam and condensate pipes; Electric and gas water heater installation; Repair/replace domestic hot and cold water lines; Caulking of newly installed fixtures; o Locate, repair and replace water and sewer pipes, galvanized pipes and copper tubing with leaks; Unclog sewer lines Repair/replace gas lines; Repair/replace fittings, boilers and chillers Remove and replace existing residential exterior/interior doors and windows Completion of the Work The Contractor acknowledges that time is of the essence to complete the work as specified in each Purchase Order. The Contractor agrees that all work shall be performed regularly and diligently at such a rate of progress as will ensure full completion thereof within the time specified in each and every Purchase Order. Overtime is not allowed unless authorized in writing by the Community Development Project Manager or designee. After the work called for in a Purchase Order has been completed, the Contractor shall provide the following information in writing to the Community Development Project Manager: Actual hours used to perform the work (by category of personnel); Date and time the work was initiated and completed; Contractor's certification that the work has been completed; Copy of signed-off permit(s); A detailed breakdown of the materials used to complete the work, including applicable recipients for materials used; Craftsman notes as to work performed and observations made. Acceptance of completed services will be accomplished by the Community Development Project Manager or designated County representative(s).
