The City of Des Plaines, Illinois desires sealed bids for Property Maintenance Services (Grass Cutting and Refuse Removal). Each Bid, including references, licenses, commitment statement, and affidavit of compliance, shall be submitted in sealed envelope(s) plainly marked with the title BIDS Enclosed: Response to Solicitation for Bids for Property Maintenance Services, bidders full legal name, and the number of envelopes, and shall be addressed and delivered to the place and before the time set forth above. Bids may be delivered by mail or in person. Bids received after the time specified above will be returned unopened. The City will receive sealed bids for the services generally described as follows: nuisance abatement and property maintenance services, including grass and weed cutting and solid waste removal, on residential and commercial properties within the City (Services) All questions, inquiries, requests for clarification related to this Solicitation for Bids or the Services must be in writing, sent by email to the attention of Tina Mullett, Permitting Coordinator, at tmullett@desplaines.org and must be received no later than 4:00 P.M.. February 20, 2024 (Questions Deadline). Questions, inquiries, or requests for clarification received after the Questions Deadline will not be answered until after the opening of the bids. The City assumes no responsibility for any misunderstanding or misrepresentations concerning this Solicitation for Bids or the Services made by its officers and employees prior to its acceptance of this Bid Contract, unless such understanding or representations made are explicitly incorporated into the Bid Contract. No additional allowances will be granted because of the lack of knowledge or conditions. No Bid shall be withdrawn for a period of 45 days after the opening of bids by the City. If this Contract is accepted, the term of this Contract shall commence on March 18, 2024, and will terminate at 11:59 p.m. on December 31, 2025 (Term). After the initial Term, there shall be options for two, two year renewal terms. Both parties must agree in writing on a contract renewal, which must be executed before the expiration of the then current term. Bids that are not submitted on the Contract Bid form or that are not prepared in accordance with these Instructions to Bidders may be rejected. If not rejected, the City may demand correction of any deficiency and accept the deficiently prepared Bid upon compliance with these Instructions to Bidders. Bids submitted are offers only and the decision to accept or reject is a function of quality, reliability, capability, reputation, and expertise of the bidders. The City may accept the Bid that is, in its judgment, the best and most favorable to the interests of the City and to the public; reject the low price Bid; accept any item of any Bid; reject any and all Bids; or waive irregularities and informalities in any Bid submitted or in the request for Bid process. The waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely on, or anticipate, any waivers in submitting their Bids. On acceptance of the successful Bidders Contract Bid by the City, the successful Bidders Contract Bid, together with the Citys notification of acceptance, shall become the Contract for the Services.
