Amendment 00001 - Confirming the due date for response submissions is March 15, 2024 and not March 15, 2023. SYNOPSIS FOR ARCHITECT-ENGINEER INDEFINITE DELIVERY / INDEFINITE QUANTITY CONTRACT FOR THE U.S. ENVIRONMENTAL PROTECTION AGENCY'S NATIONWIDE FACILITIES MASTER PLANNING ACTIVITIES SYNOPSIS FOR ARCHITECT-ENGINEER INDEFINITE DELIVERY / INDEFINITE QUANTITY CONTRACT FOR THE U.S. ENVIRONMENTAL PROTECTION AGENCY'S NATIONWIDE FACILITIES MASTER PLANNING ACTIVITIES I. INTRODUCTION AND OVERVIEW OF REQUIREMENT The U.S. Environmental Protection Agency (EPA) requires a broad range of Architect-Engineer (A/E) services related to master planning for its facilities operated by the EPA. This requirement requires nationwide services across the continental United States of America (USA). This requirement shall be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, under which task orders shall be issued for individual projects over a 10-year ordering period (5-year base period/5-year option period) under NAICS 541330. EPA anticipates issuing Firm-Fixed-Price (FFP) Task Orders (TO) under this IDIQ for A/E services. A single contract award is anticipated, with a target effective date of July 22, 2024. The contract is expected to specify a minimum order amount of $100,000 and a maximum order amount of $20,000,000 over the life of the contract ($10,000,000 for the base period and $10,000,000 for the option period). Task orders are expected to typically range between $25,000 and $250,000, although some will likely be higher or lower. Loaded hourly rates [inclusive of wages, overhead, general and administrative expenses, and profit, as outlined under FAR 16.601(c)(2)], for each major discipline will be negotiated for each contract year. These loaded rates will be incorporated into the contract and will serve as the basis for pricing task orders. Any firm selected for negotiating a contract may be required to provide comprehensive payroll and other supporting information, including certified cost or pricing data, to justify its proposed labor rates. The EPA may decline to award a contract to the firm selected as the most highly qualified if that firm declines to provide the required pricing information, including certified cost or price data, as described under FAR 36.606(f). The contracts are being procured in accordance with the Selection of Architects and Engineers Statute (40 U.S.C. Chapter 11), also known as the Brooks Act (P.L. 92-582) as implemented in FAR Subpart 36.6 and EPAAR 1536.6. Services which may be required under any resulting contract include a broad range of A/E services related to master planning with analyses of all aspects of specific facilities operated by the EPA, such as architecture, engineering, landscape architecture, functionality, sustainability, energy and water usage, operating costs, and capital costs. A principal focus of this contract will be conducting laboratory programming, energy usage evaluations, and facility condition assessments. These activities will help the EPA Office of Real Property, Safety and Sustainability (ORPSS) effectively plan for the needs of the Agency's facilities; effectively formulate requests for the Agency's Buildings and Facilities (B&F) appropriation; and address the changing needs of the users of the facilities. The facilities master planning process shall be integrated into the Agency-wide planning process. The Contractor will be required to become knowledgeable about EPA's facilities through existing documentation and, where necessary, through site visits and interviews with EPA staff. Also, the Contractor shall have offices located throughout the country since support is required at EPA facilities nationwide. Specific services required under this contract will be identified in individual task orders issued by the Contracting Officer and will fall into the following areas: o Site and facility master planning services for EPA-occupied facilities; o Reviewing and updating existing Master Plan reports, as required; o Preparing new Master Plan reports including analysis of all aspects of specific EPA facilities, i.e., architecture, engineering, energy usage, water usage, functionality, sustainability, operating costs, and capital costs. Development of the Master Plan reports will require interviews with on-site EPA staff, as well as with program management and Headquarters facility staff, to ensure that each Master Plan effectively addresses the Agency's and Program's strategic plans and the Facilities and Management Services Division's (FMSD) funding strategies; o Surveying existing facilities documentation, including plans, blueprints, reports, and data, as well as existing Computer-Aided Design and Drafting (CADD) files and other computer files; o Developing new data and documentation, as required, for incorporation into EPA's facilities database; o Estimating costs for required facility improvements, identifying deferred maintenance costs, developing a strategic plan for correcting deferred maintenance items, and performing economic analysis to evaluate facility improvement options; o Reviewing existing assessments of individual facility systems and capabilities and, where required, developing new assessments through site visits and interviews or through existing records; o Developing space planning scenarios, as required, in response to changing programmatic requirements. Such space planning may involve evaluating existing facilities and developing cost estimates that are compatible with EPA's facilities database and with the General Service Administration Federal Real Property Council's data elements; o Programming of existing and proposed laboratory space; o Preparing architectural-engineering reports and other supporting documentation for individual facilities, nationwide planning studies, as well as other facilities-related information required by the Agency; o Reviewing and updating current Agency facilities standards; o Architectural and engineering evaluations of existing facilities in accordance with current EPA facilities standards, guidelines, and other benchmark architectural and engineering standards; o Evaluating sustainability opportunities using buildings and site analyses and Leadership in Energy and Environmental Design (LEED) criteria; o Evaluating energy and water usage on a site-specific basis to develop opportunities for usage reductions based on cost-benefit analyses; o Coordinating with EPA Programs and Regions to incorporate their missions and strategic goals into specific facility master plans; and o Developing plans that incorporate applicable Federal security standards appropriate for the mission and the specific facility security level. II. EVALUATION FACTORS The primary objective in the A/E contractor selection is the determination of the most highly qualified firm. The A/E must demonstrate the firm's qualifications and the qualifications of each key team member. Each firm will be evaluated against the following factors, listed in descending order of importance: (A) DEMONSTRATED EXPERIENCE and TECHNICAL COMPETENCE in performing programming, master planning, design (including sustainable building and site design), condition assessments, and strategic planning for analytical and research laboratories and laboratory support facilities. (B) PROFESSIONAL QUALIFICATIONS in the following disciplines: (1) Licensed Architects with LEED Professional Credentials; (2) Licensed Mechanical Engineers with LEED Professional Credentials; (3) Licensed Electrical Engineers; (4) Licensed Structural Engineers; (5) Licensed Civil Engineers; (6) Licensed Landscape Architects; (7) Energy Analysts; (8) Sustainability Professionals; and (9) Laboratory Planners. The evaluation will consider demonstrated, documented, and relevant education, training, registration, voluntary certifications, and relevant experience (highlighting recent achievements within the last five years), and key management and technical personnel longevity with the firm. Additional certifications (e.g., LEED, NCQLP, CEM, ASHRAE) shall be evaluated favorably. The submittal shall demonstrate the A/E and its team members have all the necessary licenses and certifications as required to provide professional A/E services. (C) CAPACITY of the firm to complete multiple task orders with similar completion schedules and overlapping delivery dates. The submittal should indicate the Architect/Engineering (A/E) firm's present workload and demonstrate the capacity to perform approximately $2,000,000 in EPA A/E work in a one-year period. Identify all current projects being designed in the A/E firm's office, showing dollar value, start date, completion percentage, and the anticipated completion date. Firms must showcase capability of providing service coverage to all EPA locations throughout the continental USA. Locations of EPA facilities are attached under Table 1. (D) RECORD of PAST PERFORMANCE on contracts of similar size and nature with respect to quality of work, cost control, and compliance with performance schedules, as indicated by feedback from client references, awards, commendation letters, or other performance recognition documentation, and dollar amount (approximately $2 Million per year). Copies of awards and letters of appreciation/commendation must be provided for verification purposes if firms claim to have them. Provide documentation of the firm's performance for each project provided as experience under Criterion (A) and Criterion (B) above. On the SF330 state if no past performance documentation exists. For each project, provide the name, title, address, telephone number, and e-mail address of the owner's representative. III. SUBMISSION REQUIREMENTS THIS IS A REQUEST FOR STANDARD FORM (SF) 330, NOT A REQUEST FOR PROPOSAL (RFP) To assure timely and equitable evaluation of qualification packages, firms must follow the instructions contained herein. Firms are required to meet all instruction requirements. Failure to meet a requirement may result in a vendor being excluded from evaluation. Vendors must clearly identify any exception to the instructions and provide a complete accompanying rationale. Cover Letter: Firms shall include a cover letter with their qualification package which includes the company name, point of contact information (to include phone number and email), UEI number, and CAGE code. SF 330: Firms shall submit a completed SF 330 (Parts I and II), Architect-Engineer Qualifications, specific to this Architectural & Engineering (A/E) Services requirement, which summarizes their qualifications, experience, and capabilities. Forms are available at GSA Forms Library (www.gsa.gov). Please note, in accordance with FAR Clause 52.244-4, Subcontractors and Outside Associates and Consultants (Architect-Engineer Services) (Aug 1998), any subcontractors, outside associates, or consultants required by the Contractor in connection with providing the services covered by any resulting contract will be limited to individuals or firms that were specifically identified and evaluated up front. The Contractor shall obtain the Contracting Officer's written consent before making any substitution for these subcontractors, associates, or consultants. Note that a separate Part II of the SF 330 is to be submitted for each firm and each branch office of a firm that will be part of the team identified in Part I. Submission: Firms desiring consideration shall submit an electronic Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I and II via electronic mail to BOTH of the following address: Contracting Officer Brad Werwick Werwick.Brad@epa.gov Contracting Specialist Dionna Jones-Banks JonesBanks.Dionna@epa.gov All information must be received at the above address no later than 4:30PM EDT on March 15, 2024. Each branch office of the prime and subcontractor needs to submit PART II of the SF 330. The Part II submission is limited to one page for each prime contractor branch office and one page for each subcontractor branch office. All SF 330s must be current, reflecting a date not more than one year preceding the date of this notice. The SF 330 must clearly state the office/branch/individual team members performing the work on all projects presented. All projects listed in the SF 330 package must have been performed by the office/branch/individual team members who would be performing the work under any resulting EPA contract. For purposes of entering small business status on Part II of the SF 330, the applicable North American Industry Classification System (NAICS) Code is 541330, "Engineering Services", and the relevant small business size standard is average annual receipts for the last three (3) fiscal years not exceeding $22.5 million. This effort is not a small business set-aside. All qualified firms may submit the information identified above. This is not a request for proposal. DO NOT SUBMIT ANY PRICING INFORMATION WITH YOUR SF 330. Pricing information from the vendor that the Government determines most qualified for the requirements will be requested prior to negotiations. IV. OTHER INSTRUCTIONS AND INFORMATION The Government intends to evaluate firms who respond to this synopsis using the procedures set out in FAR 36.602. These procedures include use of an evaluation board. After the Selection Authority makes the final selection in accordance with FAR 36.602-4, the EPA will then issue a request for a pricing proposal to the most highly qualified firm in accordance with FAR 36.606. As noted above, the Government intends to award one contract. The successful awardee will receive an award with an IDIQ minimum in the amount of $100,000. This is not a request for proposal. Interested firms may submit technical questions to Werwick.Brad@epa.gov AND JonesBanks.Dionna@epa.gov no later than 3:00PM EDT on February 19, 2024. Questions must be sent to both email recipients. Answers to questions will be posted via an amendment to this posting. Potential firms are responsible for monitoring this site for amendments to this synopsis. All Contractors MUST be registered in the System for Award Management database prior to submission of SF330. Contractors can obtain further information on the SAM website at https://www.sam.gov. Notice to Firms/Suppliers: Funds are not presently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel this requirement, either before or after the closing date for submission of SF 330s. In the event the government cancels this requirement, the Government has no obligation to reimburse a firm for any costs incurred. Attachments: 1.
