Site work for a mixed-use development in Roosevelt, Utah. Completed plans call for site work for a communication facility; and water / sewer project.

UCA has determined that a public safety radio site located at R-Hill would provide improved radio coverage for first responders and other UCA system users in the area. UCA is looking to install equipment in shelter and on the tower by June 1st, 2024. Contact: Cody Peterson codypeterson@utah.gov UCA is requesting a partnership or co-location agreement with a vendor that can accommodate the following: 60' - 100 tower with the available loading: Elevation Qty Equipment type model Feedlines Qty TBD 1 Combilent TTA CP00732 LDF4-50A 1 TBD 1 4' antenna standoff mount N/A N/A TBD 1 Sinclair dual port SC499D-HF1LDF LCF158-50 1 TBD 1 LCF78-50 1 A passing structural analysis of the tower with the proposed loading must be provided. Tower must be equipped with safe climb apparatus. Communications shelter with room for two equipment racks: Qty 1- 85.5" X 20.5" X 19.3" (H X W X D) Qty 1- 83" X 24" X 24" (H X W X D) 35 KW minimum emergency backup generator. 1000 gallon propane tank or equivalent diesel fuel tank. Redundant 2- Ton minimum HVAC units Qty. 2- open 4" RF Entry Ports UCA requires that the shelter be secured with a locking apparatus, is weather tight and rodent proof. UCA requires a single phase 200 Amp, 120-240 V commercial power service. UCA requires 24 x 7 access to the site and the road to be reasonably accessible by 4 x 4 vehicle with the exception of winter months where access would be done by tracked vehicle or other means. UCA Requires all internal and external grounding meet or exceed L3 Harris grounding standards as documented in the T4618 Rev F grounding manual. Any contract resulting from this proposal will include, but not be limited to the Utah Communications Authority's Standard Terms and Conditions for Goods and Services ("Standard Terms and Conditions"). The Authority may refuse to negotiate exceptions and/or additions that are determined to be excessive; that are inconsistent with similar contracts of the procurement unit; to warranties, insurance, or indemnification provisions that are necessary to protect the procurement unit after consultation with applicable legal counsel; where the solicitation specifically prohibits exceptions and/or additions; or that are not in the best interest of the procurement unit. In an award, the Authority reserves the right to negotiate exceptions and/or additions to terms and conditions in a manner resulting in expeditious resolutions. This process may include beginning negotiations with the Offeror having the least amount of exceptions and/or additions and concluding with the Offeror submitting the greatest number of exceptions and/or additions. Contracts may be executed and become effective as negotiations are completed. If negotiations are required, Offeror must provide all documents in Microsoft Word format for redline editing. Offeror must also provide the name, contact information, and access to the person(s) that will be directly involved in legal negotiations. Any mandatorily required acceptance of an Offeror's terms and conditions may result in the proposal being determined to be non-responsive. An award resulting from this proposal is subject to successful contract terms and conditions negotiation (if required). The Authority, at its sole discretion, will determine when contract terms and conditions/negotiations become unproductive and will result in termination of award to that Offeror and the Authority may move to the next eligible Offeror. The Division of Purchasing is neither the issuing or conducting procurement unit for this solicitation, as such it is the vendors responsibility to review the entire solicitation in order to comply with any requirements. The MAC Version of Word (Pages) is not an acceptable file type. The file must be converted to PDF to upload. When uploading your pricing information the system will NOT calculate the total. This is normal and okay. The system will display $0.00 as your bid amount as a matter of course. The person that is evaluating your response will still see your document and pricing.
