https://finance.yahoo.com/news/split-board-oks-3-8-035900717.html The Clinton County Board of Supervisors on Monday awarded a $3.8 million contract for renovations at the County Administration Building. It went to the second lowest bidder because of the submitted project schedule. The scope of the project includes upgrading existing windows, ceilings and heating, ventilation and air conditioning systems, as well as adding onto the vestibule at the entrance and installing curtain walls. The two lowest bidders were Tricon Construction at $3,748,000 and Valley Construction at $3,839,000. The resolution approved 2-1 by the supervisors says, "The project schedule submitted by Valley Construction is agreeable to the County and the project schedule submitted by Tri-Con is not." "I do not support it at $3.8 million," said Supervisor Erin George, who cast the no vote. The county is using federal American Rescue Plan Act funds for the project, so it needs to meet certain deadlines, said Board Chair Jim Irwin. "I've been struggling with this. This is a large number," Irwin said. "And the one thing is we have to spend those dollars within a certain time frame. That's ... the reason behind that potential switch to a different contractor instead of the low bid." Supervisor Dan Srp urged approval. "I think this is something that we've been discussing for long enough as far as a major project. The funding that we've allocated and set aside for it has been decided," said Supervisor Dan Srp. "I think we are going to get a good project. I don't see this getting less expensive." He noted that major projects continue to escalate in price. "As much as it was hard to build the jail project and have it run over budget by $2 million, I'm sure glad we did it when we did it," Srp said. "We'd be in a world of hurt. You don't have to look at very many counties in Iowa to see how bad those projects can go, way worse than ours did. I'm proud of what we built. I think this is an important project to get done. I'm ready to move it forward." "Sooner or later this project is going to have to be done," said Facilities Director Corey Johnson, adding that in the future it would be more expensive. The county might be able to find savings as it goes forward, but it needed the contract to be awarded before it could consider any "value engineering options," said Johnson. The county will also seek Alliant Energy rebates because of the energy saving changes to be made, such as reducing the size of windows and adding insulation to walls. ------------------------------------------------------------------------------- The scope of the project includes upgrade of existing windows, ceilings & HVAC systems to the county administration center building. Each Bidder shall accompany its bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent (100%) of the amount of the contract. The bid security shall be in the amount of five percent (5%) of the amount of the contract and shall be in the form of a cashier's check or certified check drawn on a state chartered or federally charted bank, or a certified share draft drawn on a state chartered or federally-chartered credit union, or the governmental entity may provide for a bidder's bond with corporate surety satisfactory to the governmental entity. The bid bond shall contain no conditions except as provided in this section. Work on the Building shall commence within thirty (30) days after the Notice to Proceed has been issued and shall work with the Owner and Architect to determine an equitable completion date. The contractor shall schedule and conduct a preconstruction meeting and present a schedule showing dates and timelines for each portion of the project. The contractor shall work with the owner in scheduling construction so that the owner may use as much of the facility as possible for their operation. This schedule must be approved by the owner prior to the start of work. If the contractor cannot achieve substantial completion by the agreed schedule date, the Contractor shall pay the County $1,000.00 per day liquidated damages for each day until substantial completion is determined by the owner & architect The County of Clinton, Iowa, reserves the right to reject any and all bids.
