Crestwood School District (the "District"), a public school district operating in the State of Michigan, hereby publishes this Request For Bids for "DIGITAL SURVEILLANCE / SECURITY CAMERA SYSTEM", RFB 24-XXX (the "RFB"), accepting proposals from companies that provide Digital Surveillance System Installation. The District is seeking an installation agreement for a turnkey system, throughout the 5 listed facilities, with the devices being provided by the proposer as a part of the proposal. The purpose of this RFB is to obtain bids from companies who can demonstrate a proven and successful track record of entering into agreements to provide such Services to public entities at competitive rates, especially public school districts. Unless expressly waived, the District will only consider bids conforming to or exceeding the requirements and specifications described herein: 2. District Point of Contact Unless otherwise stated herein, all questions or communication concerning and notices required by the RFB shall be directed to Penny L. Any communication by a bidder that is directed towards the District and not in compliance with either the methods described in this provision or in compliance with the methods prescribed through the express written permission of the District or its agent or designated representative identified in this provision, will for the purpose of this RFB, be considered invalid and non-binding. Deadline to submit inquiries: 4:00 P.M., February 23, 2024 d. District deadline to post answers to inquiries to MITN: 4:00 P.M. February 28, 2024 Prospective bidders are encouraged to submit questions to the District to clarify information under this RFB (known as "Requests for Clarification"), Similarly, the District reserves the right to make its own Requests for Clarification to any or all bidders. A Request for Clarification will not be considered valid unless (1) it is received by the Point of Contact, in writing, either by U.S. Mail, email or some other method expressly permitted by the Point of Contact, by the date and time listed in Section 3, and (2) it is clearly marked as pertaining to this RFB. While the District will attempt to provide a written response to all written Requests For Clarification within three (3) business days after the receipt, the District reserves the right to answer or refrain from answering all or part of any inquiry received, in accordance with the timelines stated herein and in accordance with its rights and obligations under law. The specifications for a conforming bid are as follows: 1) NVR ("Network Video Recorder") video storage and retrieval systems, to integrate with our existing NVR(s)/cameras/ExacqVision Enterprise environment. The approved vendor for video security camera recording software is ExacqVision. a) 1 (or more) - NVR(s) at Crestwood High School, capable of supporting all existing and new cameras at Highview Elementary, Hillcrest Elementary, and Kinloch Elementary. b) 1 (or more) - NVR(s) at Riverside Middle School, capable of supporting all Riverside cameras. (19 cameras are currently recording to the Crestwood High School server.) c) NVRs must use the Windows Server Operating System. d) NVRs should be capable of storing at least 30 days of video footage, including the option of continuous recording. e) NVRs should be capable of supporting future expansion of recording/storage and additional cameras. f) NVRs should be capable of naming, and describing cameras, and placement of cameras on a map for easy identification. g) NVRs should have the ability to securely share historical video footage via multiple digital means (i.e. email, text) including capability to deliver both live, and at least 30-day historical video. h) Ability to grant law enforcement emergency access through an account accessible via their systems. i) Ability to audit for account usage and compliance with FERPA. j) User-configurable dashboard capable of multiple camera feed configurations. k) Provide SMS and/or email alerts for any suspected tampering. l) Ability to identify "hot spots" in a camera's field of view to detect motion. 2) Quantity 316: IP based hard-wired indoor and outdoor security cameras: a) 191 - Additional cameras: (i) 48 - Highview (19 Indoor, 29 Outdoor) (ii) 39 - Hillcrest (13 Indoor, 26 Outdoor) (iii) 36 - Kinloch (15 Indoor, 21 Outdoor) (iv) 68 - Riverside (35 Indoor, 33 Outdoor) b) 125 - Replacement of existing cameras (old cameras to be left with the District Technology Department): (i) 17 - Highview (10 Indoor, 7 Outdoor) (ii) 17 - Hillcrest (12 Indoor, 5 Outdoor) (iii) 19 - Kinloch (10 Indoor, 9 Outdoor) Pre BiD visit followed by the remaining buildings impacted by this project.
