Reference Number 0000264385 Question Acceptance Deadline 2024/02/19 11:59:00 PM EST The City is requesting qualification submissions from respondents for professional services to obtain the required approvals for an onsite expansion of the Trail Waste Facility (TWF) under the provincial Environmental Assessment Act (EAA) and the Environmental Protection Act, R.S.O. 1990 (EPA). The objective of this project is to obtain the required approvals for an onsite expansion of TWF to allow the City to continue providing uninterrupted solid waste services for residents of the City of Ottawa of municipal solid waste and residual waste from potential future City waste management projects. Landfill design objectives are to comply with all applicable regulations, guidelines and procedures, including (but not limited to): - Ontario Landfill Standards, A Guidelines on the Regulatory and Approval Requirements for New or Expanding Landfill Sites (MOE 1998) and, - The Guide for Applying for Approval of Waste Disposal Sites, The project will be completed in two phases: • Stage 1 – EA Terms of Reference, and • Stage 2 – Environmental Assessment. Some components of the Terms of Reference will be authored by knowledgeable City of Ottawa staff and will be reviewed by the successful proponent. The anticipated period of contract for Phase One Environmental Assessment Terms of Reference is from the date of award to 02 January 2026.
