Renovation of an educational facility in Riverside, California. Completed plans call for the renovation of a educational facility.

The Contractor will furnish all labor, tools, materials, transportation, ladders, lifts, equipment, services, supervision, licenses, and insurance certificates necessary to complete the abatement and replacement of exterior windows and glazing to include related lead, Polychlorinated Biphenyl (PCB) and asbestos abatement at the California School for the Deaf, Riverside (CSDR) located at 3044 Horace Street, Riverside, CA 92506, as described herein. The bids shall be for the performance of all manpower, labor, tools, materials, equipment, transportation, supervision, licenses, bonds and insurance certificates necessary to provide window abatement and replacement at the California School for the Deaf, Riverside (CSDR). All works shall be in accordance with plans and specifications as described in Exhibits A, B, C, D, E, F, G, and H. Site visit info : Attendees must arrive on time and present at the Mandatory Site Inspection until it has been concluded by CDE staff. Attendees more than 10 minutes late to the Mandatory Site Inspection will not be allowed to participate. Attendees must report to the Front Office/Administration Building. Please bring a copy of the IFB with you to the Mandatory Site Inspection. Note: Bids from Contractors who do not attend, or leave the Mandatory Site Inspection early will be rejected and returned unopened. The Contractor shall possess a C-17 Glazing Contractor's License with both Asbestos and Hazardous Substance Removal Certifications to bid the project. Prospective bidders may examine/obtain plans, specifications, and bid forms by attending the mandatory site inspection at the above address, or by contacting Alejandra Ramirez by e-mail at aramirez@cde.ca.gov. See Exhibit F, Article IV, Bidder Certification. A 5% "Small Business" preference will be granted to bidders properly approved in accordance with Section 1896 et seq., Title 2, California Code of Regulations. Applications for preference must be submitted to, and approved by, the Department of General Services, Procurement Division - Office of Small Business and DVBE Services located at 707 Third Street, 1st Floor, Room 400, West Sacramento, CA 95605, (916) 375-4940. Bidders are required to certify they will provide a drug-free workplace prior to contract approval. The Contractor shall be required to provide a payment bond, Payment Bond to Accompany Construction Contract Form Std 807 (see Attachment 3), in the amount of one hundred percent (100%) of the contract price involving a bid in excess of $25,000. A Performance Bond in the amount of one hundred percent (100%) must accompany every contract involving a bid in excess of $10,000 and if progress payments will be made. The low responsive and responsible bidder will be required to enter into a contractual agreement in the form of a State of California "Standard Agreement, STD Form 213" which shall be binding upon the State of California only after approval by the State. The contract is not binding on either party unless and until it is approved by appropriate authorized state agencies. All nonexempt state contracts of $5,000 or more are subject to state contractor nondiscrimination and compliance requirements pursuant to Government Code Section 12990 and California Code of Regulations, Title 2, Division 4, Section 11119. Pursuant to Section 1770 of the Labor Code, the Department of Industrial Relations (DIR) has ascertained the general prevailing wage rates applicable for the county in which the work is completed. Copies of the wage rates are on file. See Exhibit E, Article II, Prevailing Wage. No Contractor or subcontractor may be awarded a contract for a public works project unless registered with DIR pursuant to Labor Code 1725.5. No bidder or proposed subcontractor may be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
