DESIGN PROFESSIONAL SERVICES (Base Services) Stage One: Programming and Schematic Design (Optional Services) Stage Two: Design Development, Construction Documents, and Construction Administration Project Scope: The Red Steagall Institute for Traditional Western Arts, located on the campus of Texas Tech University in Lubbock, Texas at the National Ranching Heritage Center (NRHC) will commemorate artisans whose talents and genius enriched and advanced the ranching industry. Specifically, the Institute's mission is honoring excellence in Western writing, storytelling, and music, metal working (bit and spur), leather working (saddle and boot), paintings capturing ranching and the western lifestyle, and western sculpture. The Institute is not a museum nor is it a hall of fame. It is a learning institute dedicated to the preservation of the Western Arts of painting, sculpture, metalworking, leather working, and the composition of music and poetry. The Institute's purpose is to expose and educate the public about the accomplishments of legacy artisans and their craftwork as well as preserve and promote these art forms to future generations utilizing artistic exhibition platforms. Finally, the Red Steagall Institute will become a repository for future artists and writers to enter the collection. The Red Steagall Institute will be an approximately 26,000 - 30,000 GSF facility comprised of open exhibit gallery spaces for the display of bit and spur collections, boots, saddles, and other leatherwork, as well as paintings and sculptures of Western Art. It will include audio and visual exhibits telling stories of the West and Western lifestyle. An authentic bit and spur shop with forge, and a saddle and boot shop will be on open display within the main Artisan Building. It is envisioned these will become true retail shops where master artisans in residence will demonstrate for the public the techniques of their crafts including bit and spur making; leatherworking; painting and sculpting; song and poetry writing through full-time workshops and studio spaces. Students of traditional Western arts will learn from master's through specialized programs. This world-class facility will provide opportunities available nowhere else in the world. The public will be able to come and purchase artisan wares from these shops. Spaces for demonstration and instruction are to be included for those who wish to learn how to make a bit, spurs, perform leatherwork or learn how to paint. A stage area is to be provided for public story readings and musical artists, as well as a recording studio. Seminars held at the Institute will serve as a platform from which aspiring young artists can present their works. These aspiring artists will be selected from applicants all over the country. It will also serve as a "home laboratory" for the students in the Art department at Texas Tech University. So many times, talent is not recognized nor developed because the artist does not have an arena in which to perfect their craft. A cowboy Cookhouse is planned in this project. The Cookhouse will include an indoor dining area as well as a staging / prep kitchen supporting catered service events. The new facility will include a front reception area, public restrooms, space for staff and curator offices, archive collection storage, as well as ancillary mechanical, electrical, and technology support spaces. In addition, the project will include significant exterior improvements to approximately 9 acres of the existing NRHC inclusive of but not limited to (1) the development of an exterior open air amphitheater seating approximately 300, (2) a formal centralized roundabout with valet dropoff serving the existing NRHC and new Artisan Building, (3) new east street approach and access off Flint Ave, (4) new distributed parking inclusive of 200 - 250 new parking spaces accommodating small vehicle and truck/trailer parking, (5) approximately 500 - 600lf of fiverail pipe fencing (ranch style), (6) exterior exhibits of cattle trails relocating 15 - 20 existing bronze steer sculptures, (7) revisions to the existing north entry adding cattleguard approach, (8) a sculpture court featuring a statue of Red Steagall, (9) a chuck wagon display and cooking area adjacent to the Cookhouse, (10) a new East Gate entry with cattleguard crossing, (11) relocation of an existing granite sculpture windmill, (12) West Texas Garden landscaping and pedestrian walkways, and (13) coordination with TxDOT for a deceleration/turn-in lane at 4th Street and the existing north vehicle entry point. Exterior improvements may also include a small paddock for housing live animals during intermittent, brief periods of time. The design and provisioning of this project are to follow and conform with the NRHC Master Plan as developed and adopted by the Ranching Heritage Association Board Executive Committee and Texas Tech. All communications relating to this RFQ must be submitted in writing by email to the Program Director. Questions, answers, and Addenda issued related to this RFQ, if any, will be posted electronically. Only those responses to questions made by formal written Addenda shall be binding. Oral and other interpretations or clarifications will be without legal effect. NOTE: It is the responsibility of the respondent to review the ESBD website/e-Builder Bid Portal and acknowledge all posted Addenda. Except as provided in this RFQ and as otherwise necessary for the conduct of existing Texas Tech business operations, respondents are expressly and absolutely prohibited from engaging in communications with Texas Tech personnel who are involved in any manner in the drafting of this RFQ, in the review or evaluation of the submission, in selection of a firm, or negotiation or formalization of a contract. If any respondent engages in conduct or communications that Texas Tech determines is contrary to the prohibitions set forth in Article 3, Texas Tech may at its sole discretion, disqualify the respondent and remove the submission from consideration. Request For Qualifications for Design Professional Services The Texas Tech University System (Texas Tech) seeks Statements of Qualifications for Design Professional (DP) Services from interested firms for the Project described below. The successful firm will contract directly with Texas Tech and will work cooperatively with Texas Tech and other Project Team members to successfully provide the professional services requested and complete the full scope of the Project within the Project budget and on schedule. This Request For Qualifications (RFQ) provides information on the Project, the minimum scope of Design Professional Services required, and information to aid in preparing responses to this RFQ. All inquiries regarding this Project and RFQ must be in writing and must be submitted to the Program Director listed below in sufficient time to allow Texas Tech to respond. Texas Tech will evaluate the inquiries, determine whether an Addendum is required, and issue an appropriate response. All questions, responses, and additional information will be included in an Addendum, which will be posted electronically. It is the responsibility of all interested companies to periodically check the website posting electronically. Texas Tech will rank the respondents in the order in which they were evaluated to provide "best value" for Texas Tech based on the published selection criteria and on the ranking evaluations. Interviews of DP firms may follow at Texas Tech's option. All firms who would like access to any buildings on a Texas Tech campus are to contact the Program Director listed below for approval prior to visiting the campus. Questions directed to other Texas Tech officials or other agencies except as outlined in Article 8 will receive neither consideration nor a response. TTUS Facilities Planning and Construction (FP&C) is not responsible for the accuracy or comprehensiveness of information provided by other Texas Tech officials or other agencies. Firms should not rely on information obtained from sources other than the Program Director listed below. Texas Tech reserves the right to waive any or all formalities. This RFQ does not commit Texas Tech to select a respondent or to award a contract to any respondent. Texas Tech reserves the right to accept or reject, in whole or in part, any proposal it receives pursuant to this RFQ. Submissions which are qualified with conditional clauses or alterations or items not called for in this RFQ, or irregularities of any kind, are subject to disqualification by Texas Tech at its option. If Texas Tech receives fewer than three (3) responses, Texas Tech has the right to reissue this RFQ in order to gain additional respondents. Proposals and any other information submitted by respondents shall become the property of Texas Tech.
