Renovation of a residential development in Mount Clemens, Michigan. Completed plans call for the renovation of a residential development.

Reference Number 0000342812 The Mount Clemens Housing Commission (MCHC or Commission) is soliciting proposals from qualified contractors who specialize in removal and legal disposal of existing fluorescent light fixtures and EXIT fixtures and installation and wiring of new LED fixtures, Emergency lighting fixtures and LED lighted EXIT signs in an occupied high-rise apartment building. The successful bidder shall demonstrate that they have the ability to: Maintain their proposal pricing budget and schedule and coordinate the work to minimize disruptions to the daily operations of the Commission and their tenants. Bidders will need to demonstrate having recent relevant experience working in similar buildings, be familiar with the building's systems and furnish all services, including temporary protection, providing duct accesses, vacuum equipment / truck(s), tools, supervision and labor. The TBD awarded contractor shall also be familiar and/or have experience with the requirements of HUD funded projects. The project site is located at Clemens Towers, 50 Church St., Mount Clemens, MI 48043. Clemens Towers is an occupied 9-story senior and disabled HUD subsidized apartment building with 94 apartments, common areas, and a basement. There are 8 occupied floors (floors 2nd - 9th), plus common spaces on the 1st and 9th floors. This project will be funded by HUD's Capital Funding Programs, FY2021 (MI28P02850121). The contract is planned to be awarded on or before the end of Q1, 2024. The planning, submittals and procurement of the project's materials are to be expedited. The work is planned to commence immediately and all work shall be completed before and the project closed out by the end of Q3, 2024. All pricing shall remain firm for 90 days after bid due date, and after the award is made contract pricing shall be firm for the duration of the contract. Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Payment Bond 100 % BID PROPOSALS must be submitted on forms provided in the RFP. Bids not in accordance with "Instructions to Bidders" in the contract documents may be rejected. Bid Proposals must include a BID BOND or CERTIFIED CHECK, in the amount in accordance with instructions and/or Bid Proposal Form requirements. Bids shall not be withdrawn for a period of ninety (90) days. On-site inspections of the existing conditions are a requirement of making a bid submission. MCHC reserves the right to waive or disregard any informality, irregularity, or deficiency in any proposal received, reject any or all proposals received for any reason it deems appropriate, and to negotiate with the selected contracting firm, whether or not the proposal is the lowest cost to the Commission. Proposals shall be retained by MCHC and will not be returned.
