Questions Due Date: Feb 29th 2024, 5:00 PM EST The Clearwater Transit Center (CTC) will be a new multimodal transportation facility in Downtown Clearwater that will replace the existing Park Street Terminal that has long been overcrowded and needs significant repairs. The current Park Street Terminal transfer facility cannot accommodate the existing circulation of buses and trolleys, which forces vehicles to pick up and drop off passengers on adjacent streets due to the lack of available pull in space at the terminal. Further, there is no room to accommodate future fleet expansions to implement new critical transit links, particularly the Tampa International Airport (TIA) to Clearwater Beach Express. The need to improve or replace the Park Street Terminal has been a documented need for more than a decade. The construction of the Clearwater Intermodal Center is a critical project that will provide the needed capacity to accommodate existing transit services while allowing the fleet to expand to accommodate local and regional travel demand in one of the most popular tourist markets in Florida. The Pinellas Suncoast Transit Authority (PSTA) is issuing this Request for Qualifications (RFQ) to solicit firms qualified in performing professional project management and construction management services for the proposed Clearwater Intermodal Center. The Consultant shall report directly to PSTA and provide all assigned services as specified in the Scope of Services. The Consultant will provide the required staff, resources and expertise to effectively manage the projects with the expected quality of the Agency's standards. The Task Order(s) and Notice to Proceed(s) that will be issued under the Contract are at the sole discretion of PSTA and the PM-CM Consultant shall have no expectation, entitlement, right to or privilege to receive a Task Order and Notice to Proceed for any project. PSTA reserves, at all times, the right to perform any and all Professional Services in-house, or with other private professional consultants, architects or engineers if required, or to discontinue or withdraw any or all projects or tasks or to exercise every other choice allowed by law. The Contract does not confer on the PM-CM Consultant any particular, exclusive or special rights to any Work required by PSTA outside of the Contract. The intent of PSTA is to have the PM-CM Consultant develop and manage their resources to meet the needs of the project. PSTA has currently contracted with a consultant team to provide preliminary engineering and final design services for this project.
