Site work, paving and renovation of a mixed-use development in Lock Haven, Pennsylvania. Completed plans call for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and playground / park / athletic field.

The work consists of removal of existing impervious surfaces, structures and amenities; construction of new pedestrian walking path, parking and access drives, installation of site furnishings and new structures, renovation of existing restrooms, and site storm water improvements as shown on the Contract Drawings and specified herein. A certified check or bank draft payable to the order of OWNER, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. A performance bond in a sum of 100 percent of the contract price A payment (labor and material) bond in a sum of 100 percent of the contract price. Andrew Arnold (warnold@gdfengineers.com). The deadline for all questions is 12:00 P.M. March 7, 2024. No questions received after 12:00 P.M. March 7, 2024 will be addressed. The successful bidder must also agree to pay as liquidated damages, the sum of $600.00 for each consecutive calendar day thereafter during which the contract work remains uncompleted. The successful bidder must agree to commence work on or before a date to be specified in a written Notice to Proceed of the Owner and to be substantially complete within one-hundred twenty (120) consecutive calendar days of the date of the Notice to Proceed and ready for final completion within one hundred fifty (150) consecutive calendar days Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The City, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern.
