THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO SAM.GOV. The purpose of this announcement is to gain knowledge of potential business sources with specific interest in small business, certified 8(a), certified HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business, for a contract involving the below construction. The NAICS Code is 238150 Glass and Glazing Contractor (size standard $19.0 million). If qualified firms do not respond to this Sources Sought notice, the construction contract may be acquired under full and open competition. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The U.S. Army Corps of Engineers, New York District is conducting market research to facilitate a determination of the acquisition strategy for this procurement to identify businesses which have the capability to perform within the Time Square Recruiting Station, located at 200 West 43rd St, New York, NY. The determination of the acquisition strategy for this procurement lies solely with the Government and will be based on market research and information available to the Government from other sources. This project includes the removal and installation of damaged ballistic panels at the support of the Time Square Recruiting Station. All interested firms are encouraged to respond to this notice and may respond to this announcement by submitting a capability statement which addresses the following key areas: (1) Prior Construction Performance - Submit a brief description of two past performed projects, completed in the last seven (7) years (turned over to the customer), that were a renovation of at least 5,000 GSF facility executed as a Prime Contractor. (2) Provide a statement verifying the Prime Contractor is capable and will perform twenty (20%} of the work and indicate the type of work to be self-performed by the prime contractor. (3) Provide an example of a renovation of a similar facility. (4) Provide identification and verification of the company as an SBA certified Small Business for NAICS Code 238150. (5) Provide CAGE Code and UEI Number (6) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount (price or range) listed above. Demonstrated experience is needed for the performance of work for this specific project to include the needed planning and proper design to primarily support the Time Square Recruiting Station located at 200 West 43rd St. Demonstrated construction phase services: o Preparation of operation of the removal and replacement of the panels - Knowledge of Ballistic Panel removal and replacement is needed o Providing proper schematics of the Ballistic Panels being replaced according to its proper sizes and impact rate o Get the necessary material and measurements of the Ballistic Panels needed to properly execute the project and perform the tasks needed to satisfy the facility o Conduct site visits and proper updates on the Status of the Project (Current, Ongoing, etc.) SUBCONTRACTING CONSIDERATIONS FOR OTHER-THAN-SMALL BUSINESSES (ONLY): To foster inclusive opportunities and ensure broad participation of small businesses in federal contracting, we are seeking information from Other Than Small Business (OTSB) vendors on their subcontracting practices and goals. This inquiry is designed to assess the feasibility and extent of subcontracting possibilities in alignment with federal guidelines and to support the economic growth of small businesses through meaningful subcontracting opportunities. In your response, please address the following considerations by providing estimated subcontracting percentages for each of the socioeconomic categories (small business, small disadvantaged business, women-owned small business, HUBZone small business, veteran-owned small business, and service-disabled veteran-owned small business): Business Practices: Describe whether your firm customarily contracts for part of the work to be performed or maintains in-house capability sufficient to perform the work. Provide examples or explain your approach. Prequalification Requirements: Identify if there are likely to be product or service prequalification requirements and how you intend to manage these in relation to subcontracting opportunities. Feasibility of Subcontracting: Discuss the feasibility of acquiring any portion of the work through subcontracting, considering the time until contract completion and the impact on performance. Address how subcontracting decisions will be made to ensure fair market value and minimal disruption. Subcontracting Goals: Please provide estimated percentage goals for subcontracting to each of the following socioeconomic categories: a. Small Business (SB) b. Small Disadvantaged Business (SDB) c. Women-Owned Small Business (WOSB) d. HUBZone Small Business e. Veteran-Owned Small Business (VOSB) f. Service-Disabled Veteran-Owned Small Business (SDVOSB) Your response should reflect a commitment to supporting small business participation in federal contracting, backed by realistic and achievable subcontracting goals. We are looking for vendors who demonstrate a clear understanding of the importance of small business subcontracting and have strategies in place to achieve these goals effectively. The pedestrian side of the Times Square Recruiting Station will need to have the ballistic panels removed and replaced. The ballistic panels will need to be properly installed in place to enclose the Time Square Recruiting Facility properly. The magnitude of the project is between $100,000.00 - $250,000.00. Duration of construction will be approximately 200 calendar days after Notice to Proceed All interested businesses should submit their responses via email.
