Litter Removal Services The County reserves the right to accept or reject any bids, or any part of any bid, and to waive any informalities or irregularities in the bid. The Jefferson County Commission may offer a one-year contract with the option to renew for two additional one-year terms or a three year contract. All inquiries due by 3:00 p.m. CST/DST on Friday, March 1, 2024. All questions must be submitted through online. Performance Bond and Labor and Payment Bond will be required of the successful Bidder. Performance Bond must be in the penal amount of 100 percent of the Contract price and Payment Bond in the penal amount of 100 percent of the Contract price. Bonds must be executed by a Surety company acceptable to the Commission of Jefferson County, Alabama and authorized to do business in the State of Alabama. The award will be made on all or none basis. Jefferson County shall award this contract to the lowest responsible and responsive bidder who best meets the terms and conditions of this bid. Jefferson County is situated in central Alabama. It is the most populous county in the state. The county seat is in Birmingham. As of the 2020 Census, the population was 674,721. The County covers 1,123.80 square miles. Jefferson County is one of eight counties in Alabama with a limited form of home rule government. Bids are opened publicly in the Jefferson County Department of Roads and Transportation. Interested parties are invited to attend the bid opening. A tabulation of bids received will be available within a reasonable time after the bid opening. All costs incurred by the company to respond to this solicitation will be wholly the responsibility of the Bidder. All copies and contents of the bid, attachments, and explanations thereto submitted in response to this ITB, except copyrighted material, shall become the property of the Jefferson County Commission regardless of the Consultant selected. Response to this solicitation does not constitute an agreement between the Bidder and the County. The purpose of this ITB is to establish a contract for Litter Removal Services with the Jefferson County Commission. All work will be billed per centerline mile with both sides of the street and any grass median being cleaned for each billed mile. The total cost of the litter removal shall not exceed $500,000 per year. The Bidder shall pick up and remove litter from county right-of-way areas. The selected Bidder will remove litter and debris larger than a baseball from the entire right-of-way, including ditches, accessible areas around drainage structures and behind guardrails. Litter and debris include, but is not limited to paper, glass, wood, tires, metal, and plastics. Contract includes cleaning both sides of the roadway as well as any medians. Litter is to be removed from the shoulder edge of the road to the edge of the maintained/mowed area if there is no tree or fence line. In the case of guardrails, the litter is to be removed from the edge of the shoulder to the guardrail and any accessible area that is maintained beyond the guardrail. Prior to the start of work along any road, the Bidder and County will agree on a location where bagged trash/litter and other collected items should be placed for county road crews to collect for disposal. The requirement section of this invitation does not include the number of laborers or the amount of equipment and vehicles that may be needed to complete the requested services. The bidder's proposal should describe the recommended commodity amounts needed. The selected Bidder will be required to provide photographs of the right-of-way areas prior to and after the cleanups. Successful bidder shall maintain site in a standard of cleanliness, throughout the project. All precautions possible shall be taken to promote the safety of the public and employees. The successful bidder must have verifiable, active, safety policies. Jefferson County reserves the right to require documentation that each bidder is an established business and is abiding by the Ordinances, Regulation, and Laws of the State of Alabama. If any regulatory agency requires professional license or certification to provide any product and/or service solicited under this ITB, the County reserves the right to require documentation of the current license and/or certification before considering the Bid and/or before awarding a contract.
