The Village of North Palm Beach is seeking sealed proposals from qualified, licensed, insured, and bonded Contractors to provide construction services for the Tennis Center Fence Replacement at the North Palm Beach Country Club. All proposals will be publicly opened and read aloud in the Village Council Chambers. Late RFP response packages will not be accepted and will be returned to the sender unopened. It is the responsibility of the responding firm to ensure all pages are included in the submission. All responding firms are advised to closely examine the Solicitation package. Any questions regarding the completeness or substance of the Solicitation package or the goods or services must be submitted in writing via email to Beth Davis, North Palm Beach Country Club General Manager, bdavis@villagenpb.org at least five (5) days before the Due Date for RFP Responses. The Village of North Palm Beach reserves the right to accept or reject any or all RFP response submittals, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the Contract to the responsive and responsible firm it determines, in its sole discretion, will best serve the interests of the Village. Scope of Work: The work consists of furnishing all labor, machines, equipment, tools, materials, and supervision necessary to perform the North Palm Beach Country Club Tennis Center fence replacement and maintain the construction work zone and surrounding area in a neat, clean and orderly condition. All labor and materials supplied by the Contractor must be in compliance with all current Local, State, Federal and OSHA standards, including the 8 th Edition (2023) of the Florida Building Code. Additional construction scope requirements are as follows: 1. Required Construction Start Date: May 7, 2024. 2. Construction Duration: 60 Calendar Days from "Village-issued Notice to Proceed". Contractor shall provide a bar-chart schedule indicating the Work Breakdown Structure and all construction activities complete with actual and anticipated start and end dates, and construction durations, subject to Village approval. 3. Contractor shall provide a proposal that includes a "Direct Set" and "Sleeved-Post" replacement comparison option with material identification for both options. 4. It is anticipated that construction of the tennis center fence replacement will be concurrent with the tennis center lighting replacement. The Contractor shall coordinate all fence replacement construction operations and scheduling with the Tennis Center Lighting Contractor and Village Contract Administrator. 5. Contractor proposal shall include all labor, materials, equipment, mobilization, and permit fees. Permit fees are waived for permits issued by the Village of North Palm Beach. 6. Performance and Payment Bond shall be required for all projects where the total cost is greater than or equal to $200,000. 7. Contractor shall provide all services necessary for engineering, site-plan design, signed and sealed drawings, calculations, demolition, disposal, and installation. 8. Contractor shall provide all site survey and/or staking of fence line as need for fence replacement. 9. Prior to digging, Contractor must locate all underground public utilities and other facilities, as well as, contact Sunshine 811 to coordinate the process between excavators and member utilities in Florida so that they can mark the approximate location of underground lines, pipes, and cables on the construction site. 10. Site preparation to include clearing & grubbing, backfill, compaction, and grading, as well as accommodations for equipment/material storage, dumpster placement, and construction worker parking. 11. Construction shall include any necessary conduit work, trenching, concrete, hard rock or asphalt requirements, cutting/repairs, landscaping, and court damage repairs. 12. Construction shall include removal and disposal of existing fences, gates, and materials. 13. Contractor shall provide a temporary construction fence while the permanent fence is being replaced. 14. Contractor shall furnish and install the following (measurements to be confirmed by Contractor) a. 2,340 LF (+/-) of 10' high black chain link fence b. 60 LF (+/-) of 12' high black chain fence on the north court on the west (golf course) side only c. 160 LF (+/-) of 3' high black chain fence; includes four (4) 3'x7' high double-swing gates with 36" high overhead transom. 15. Contractor shall provide the following materials for fencing: a. 10', 8 ga., 1-3/4" mesh fabric k/k b. 3" Terminal Post (lg40) c. 3" Line Post (lg40) on 8ft. centers d. 1-5/8" top & bottom rail (lg40) e. All other necessary accessories and parts to include brackets, braces, anchors, internal posts, etc. 16. All 10ft and 12ft high fencing shall include middle horizontal rails at the mid-point between the top and bottom rails.. Question Deadline Mar 08, 2024
