Renovation of a mixed-use development in Pahokee, Florida. Completed plans call for the renovation of a multi-residential development; and residential development.

**As of March 26, 2024, The PHA did not accept any bids that were submitted on March 21, 2024. The PHA has decided to extend the bid period to April 5, 2024, deadline time 2:00 pm, local time. A single prime contract based on a Stipulated Price as described in Document 00285 - Agreement. PADGETT ISLAND HVAC PROJECT will be one gross project sum with one Contractor. Penalty damages will be charged at $250.00 per day for all calendar days that extend past the allotted time. Project scope of work consists of: All labor and material for the work UNO. Work consists of the supply and installation of new HVAC systems in existing, Non-HVAC units. Padgett Island consists of 18 separate buildings - 54 individual apt units. New attic 1 hr walls where necessary, new bathroom exhaust fans with roofing patch, new HVAC electrical work for the new systems install, new unit electrical panels as noted, new ceiling fan / light installation, new compressor pads with associated structural piles, and all accessory components and details that complete the project. Work consists of asbestos abatement in the Padgett Island Buildings as well as on site clearance testing by an independent 3rd party air clearance testing consultant hired by the General Contractor. B. Full on-site supervision of a State of Florida Licensed General Contractor or his owner approved site supervisor is required on this project and they MUST speak ENGLISH. Architect and Housing Authority must be able to be in touch with, at all times, the Contractor and/or its Field Superintendent. C. The Contractor and all workers are to be aware that there is Asbestos material existing on site and all workers will have to follow all OSHA, NIOSH, and NESHAPS regulations. D. All workers on the project shall have at a minimum a Class IV Asbestos Certification and a Class III Asbestos Certification for all workers touching the asbestos material. This includes the job superintendent. Any work involving the grinding, drilling, or cutting the asbestos material that doesn't have an approved work activity (NEA) attached to it, shall be done by a Class I asbestos certified worker. The Housing Authority will provide a ONE TIME Class III (16 hr. class) for all workers prior to the start of the construction work. If worker's miss this training, they will be responsible to submit a training certificate on their own and at their own expense. All Class III training must be done ON-SITE, by a PHA accepted trainer. The successful bidder will be required to furnish evidence of current personal injury, property liability, workmen's compensation policy and all other applicable insurances. The Contractor is not allowed to work under a workman's compensation exemption status. All wage rates on this project shall not be less than the prevailing wage rates as determined by the U.S. Department of Labor. Certified payrolls will be required to be submitted weekly. The Contractor must take affirmative action to ensure that all workers are employed, and that employees are treated during employment without regard to their race, color, religion, sex, national origin, age, and all other protected classes of individuals. All successful bidders are required to comply with Section 3 of the Housing and Urban Development Act of 1968, amended 1969, and amended by Section 118 of Title 1, community Development and Housing Act of 1974, as well as Executive Order 11478. Section 3 requires that to the greatest extent feasible, opportunities, training and employment be given to lower income resident of the project area, and contracts for work in connection with the project area be awarded to business concerns which are located in or owned in substantial part of persons residing in the area of the project. Contracts will be awarded to the low bid Contractor who is proven to be responsive and responsible based on the qualifications for the project. Contractors must be registered on the "System for Award Management" (SAM) webpage and show an ACTIVE classification for this type of work. Contract will be awarded provided the bid is reasonable, and in the best interest of the Pahokee Housing Authority, and the bidder has complied with all applicable laws and the requirements of the bid documents. The Project Award is contingent upon the approval of the HUD authorities having jurisdiction and their release of the project Funds. The Pahokee Housing Authority reserves the right to reject any and all bids and to waive any informality in bids wherever it is in the best interests of the Pahokee Housing Authority.
