I. Rebid Information a. As previously advertised, all bid packages that did not meet the three bid minimum will rebid on Thursday, August 1, at 3:00 PM. The following bid packages will be rebid: i. BP15B Plumbing II. General Clarifications a. Bids for rebid packages will be received by the Construction Manager until 3:00 PM, local time, on Thursday, August 1, 2024, at the Macon County Commissioners Board Room (5 West Main Street, Franklin, NC 28734). Sealed bids shall be addressed to Derek Roland, Macon County Manager. b. All bid packages requiring a bid bond shall bid using a 2-envelope system; a sealed inner envelope should include bid proposal forms and MBE documentation, while the outer envelope should include the sealed inner envelope and a completed Bid Bond. All required forms can be found in the project specifications manual. CM Clarification #2 Franklin HS Franklin, NC 07/26/24 CM Clarification #2 Page 2 of 2 i. As established in the Instructions to Bidders, Bid Bonds are required for the following Packages: BP03A Turnkey Concrete; BP04 Turnkey Masonry; BP05 Structural Steel; BP09A Gypsum Board Assemblies; BP14 Elevators; & BP15B Plumbing. ii. The Bid Bond for this project should be submitted on the standard AIA form or a certified check in the amount of 5% of the total proposed bid. c. This project is soliciting minority business participation in accordance with the NC Minority Business Enterprise Program. The requirements of this program and required bid affidavits are included in the project specification manual; they have also been included as part of this addendum. Forms to be attached to the bid include: i. Identification of HUB Certified/Minority Business Participation and either, ii. Affidavit A Listing of Good Faith Efforts or iii. Affidavit B Intent to Self-Perform d. Bids must be held for 90 days. e. No determination will be made as to the most responsive bidder until a thorough evaluation has been conducted by the Construction Manager and the Owner. Additional information may be requested of responsive bidders and may be used to help select the most qualified bidder. The Construction Manager and Owner reserve the right to accept or reject any or all bids and to waive technicalities. f. The scope of this project includes a new 277,000 SF high school, football stadium with track, athletic buildings, and all associated site improvements on the existing Franklin High School site. There will be a non-mandatory pre-bid on Tuesday, July 9th, at 10:00 AM at the project site (Franklin High School - Fine Arts Building). Bids will be received by the Construction Manager until 3:00 PM, local time, on Thursday, July 18, 2024, at the Macon County Commissioners Board Room (5 West Main Street, Franklin, NC 28734). Sealed bids shall be addressed to Derek Roland, Macon County Manager. Bids will be read aloud. Hard copy of bids must be hand delivered or sent by overnight carrier or mail and received prior to the bid date and time. This is a public bid opening, and the project is being procured under NC State General Statutes. All bid packages are being formally bid; if three (3) bids are not received before the due time for a particular bid package, a re-bid opening for that particular bid package will be held on Thursday, July 25, 2024, at the same time and location and following the same process. Bids must be submitted on the Construction Manager's Proposal Form along with Bid Bond if required. Bids must be submitted per the requirements of the Instructions to Bidders, Requirements for All Bid Packages, and the appropriate Bid Package Scope of Work. Mail or hand deliver your sealed bid to the address designated in future addendum for receipt of bids, to the attention of Carroll Daniel Construction. Electronic or phone bids will not be accepted. BIDS WILL NOT BE ACCEPTED AFTER 3:00 PM. No determination will be made as to the most responsive bidder until a thorough evaluation has been conducted by the Construction Manager and the Owner.
