Site work for a civil project in Pittsburg, Texas. Completed plans call for site work for a bridge / tunnel; and water / sewer project.

The project will consist of replacing one clarifier mechanism and installing four access bridges and related appurtenances. Work consists of furnishing all plant, labor, materials, equipment, and appliances, and performing all operations in connection with installation of the concrete work, complete, in strict accordance with the Specifications and Drawings. Work consists of furnishing all labor, materials and equipment, and performing all operations in connection with installation of the access walkways, platforms, drop steps, safety masts, vertical handholds at the tail ends of the existing oxidation ditch aerators, complete, in strict accordance with the Specifications and Drawings. Contractor shall make all necessary field measurements required by access component manufacturer to provide a safe and efficient access to the locations shown on the plans. Bond Notes: A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to Pittsburg, Texas or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids . Owner Rights: The City of Pittsburg reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Pittsburg for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The contract will be awarded to the responsive, responsible Bidder submitting the lowest/best bid. The bidder selected will be notified at the earliest possible date. The locality reserves the right to reject any or all bids and to waive any informality in bids received where such rejection or waiver is in its interest. The Grant Recipient reserves the right to consider as unqualified to do the work any bidder who does not habitually perform with his own forces the major portions of the work involved in construction of the improvements embraced in this contract. Should bid prices on any items be omitted, the right is reserved to apply the lowest prices submitted by any other bidders for the omitted items in payment for work done under this Proposal. In the event of discrepancies, the Owner reserves the right to accept or reject informalities. Liquidity Damages: It is understood and agreed that the work is to be completed in full within one hundred twenty (120) calendar days beginning on the date stated in the work order on which work is to be commenced. Bidder further agrees to pay as liquidated damages, the sum of $200.00 for each consecutive calendar day thereafter as provided in the General Conditions. Any amount due the City/County under Liquidated Damages, shall be deducted from the final payment due the contractor
