Yavapai County will receive questions regarding Statement of Qualifications and scope tasks for the Project until 4:00PM on Monday February 19, 2024. All questions will be submitted by email to chris.steele@yavapaiAZ.gov PURPOSE OF THE MODERNIZATION PROJECT To ensure the continued operation of the Seligman Sanitary District Sewer System, upgrades are needed systemwide to modernize and rehabilitate the system. The existing system has exceeded its useful life and previous funding available to the District was primarily used for maintenance and occasional fixes after problems occurred. One of the goals of this project is to ensure that the entire system meets current regulations and that it functions well into the future. Understanding that limited funding is still a potential hurdle in the future, analysis of the existing system and incremental improvements that can be programmed while meeting this goal will be key to a successful project. The Seligman Sanitary District system, in its current configuration, has a moratorium limiting additional hookups to the system. There are numerous residences and businesses that could benefit from the opportunity to connect to the system if given the opportunity. Another goal of this project is to study the feasibility of new services and provide a realigned or expanded system that has the capacity to allow that flexibility for the District while minimizing future challenges with adjacent landowners such as State Land or railroad property. Finally, another bottleneck in the opportunity to allow additional capacity is the existing Seligman Sanitary District treatment lagoons. This current system was grandfathered in and functions in its existing configuration but can require extensive maintenance. These lagoons are protected by the Seligman Dam, but this structure is under consideration by the State Land Department for removal and it would be beneficial to all parties to consider alternatives to the existing system. The final goal of this study will be to explore alternative methods of collection and treatment disposal which could be utilized by the Seligman Sanitary District to allow increased capacity without extensive operational requirements. 3.0 ELEMENTS OF THE MODERNIZATION PROJECT A preliminary scope of work has been outlined below to provide a basis for the SOQ. The firm's SOQ should address the elements listed in the draft scope; however, the County will consider additions and/or suggested modifications to the listed tasks if the firm believes that the additions and/or modifications will be beneficial to the project. Preliminary Scope of Work 3.1 3.2 3.3 3.4 3.5 3.6 Inventory and document existing system to determine the materials and condition of all elements within the system. Work with ADEQ to determine regulations for compliance for upgrades to the existing system as well as any proposed upgrades or alignment deviations proposed as part of the study. Project visits to Prescott and Seligman to discuss status and deliverables of the Project. Maintain all proper documentation per the American Rescue Plan Act (ARPA) and prepare administrative documents for use by the Seligman Sanitary District. Document and analyze existing right-of-way limitations within the District to determine additional right-of-way acquisitions that may be required for upgrades or new system alignments. Explore two alternatives for system treatment at the terminus of the system. Options should consider existing concerns of the State Land Department and ADEQ in developing system options. 3.7 Explore options for collection system upgrades. One option must consider all necessary upgrades to the existing alignment to maintain operation. Other options should consider alternative alignments which minimize or eliminate system placement on BNSF property, State Land, or other Federal/State/Tribal lands. 3.8 3.9 Determine feasibility and cost of expanding the system beyond the existing connections including any abandonments and closures that may be necessary for additional connections. Identify potential connections that would be most easily integrated as well as locations which may greatly benefit from connecting to the system. Work with all necessary agencies to prepare documentation associated with property acquisitions or impacts to the agencies land that may be required for proposed alternatives. 3.10 Work with the BNSF Railway and prepare all necessary documentation to inform BNSF on alternatives that impact their property (if necessary). 3.11 Prepare design concepts of all collection and treatment alternatives including cost estimates for design, construction and construction administration. Costs associated with minor upgrades to the rest of the existing system should be broken out for consideration separately from the treatment options. 3.12 Prepare a prioritization list of all improvements. Preliminary prioritization for improvements to the existing system should be executed early in the study to allow for additional ARPA obligation funding if available. 3.13 Prepare a design concept report detailing all elements of the planning study. 3.14 Present findings to the Yavapai County Board of Supervisors serving as the Seligman Sanitary District Board of Directors to advance the recommended solution.
