The Regional District of Central Kootenay (RDCK) operates and manages a variety of Regional Parks and Trails including the Nelson to Salmo Great Northern Trail, Bonnington, Cottonwood Lake, Taghum Beach, Pulpit Rock, Morning Mountain, McDonalds Landing and James Johnstone Regional Parks. The RDCK requires contract services for the Janitorial needs of these Parks. It is the goal of the RDCK to maintain the parks in a sanitary, litter free and aesthetically pleasing condition. The Contractor shall 1. Maintain the facilities to a high standard. All facilities are to be kept clean, sanitized, and stocked with toiletry supplies. The facilities shall be checked as specified in the Service Level Schedules and all facilities shall be maintained to a high standard for public use. The RDCK will not accept sub-standard service. 2. Supply and provide garbage collection and clean up services for the parks and shelters as listed with frequencies for peak and winter seasons. Garbage shall be picked from the entire park including road frontages, connecting walkways and all cans to be inspected and emptied as per frequency stated regardless of quantity of garbage. For areas designated as trails, the contractor is to pick up and remove garbage for 50 meters surrounding each garbage can. 3. Maintain the designated fire rings at parks where these facilities exist. All ash in and around pits to be removed to a location within the park as approved by the Regional Parks Operations Supervisor or designate. The Contractor shall report any illegal fire pits to the RDCK. 4. Ensure dog waste bag dispensers are full at parks where these facilities exist. The RDCK will supply bags as needed with the contractor providing sufficient notice of low stocks. 5. Maintain all picnic tables in parks where these facilities exist. All garbage, and debris on, underneath and within vicinity of picnic table shall be picked up. The tables and benches shall be cleaned and disinfected. 6. Report any required repairs to the RDCK immediately. The RDCK will perform the repairs as needed. The Contractor shall report and document any illegal use in the park such as overnight camping, illegal fires, abandoned vehicles etc. The Contractor shall maintain a phone service to enable daily communication with the Regional Parks Operations Supervisor or their designate. 7. Supply all required cleaning equipment and tools required for the work. The Contractor shall be responsible for the supply of all cleaning and janitorial supplies; including paper products, soap products, hand sanitizer, garbage bags and other facility supplies as required. 8. Be responsible for removing graffiti on, in and around the Outhouses, Park Shelters and on garbage containers. Other graffiti, if noticed and is considered to be offensive, should be reported to the RDCK 9. Ensure all staff present a positive image to residents by using clean, well-maintained vehicles. The Contractor's vehicles shall be maintained in a clean, functional and operational condition with reference to relevant health or sanitary regulations. The Contractor shall prominently display identification of their role as RDCK Contractors while performing the duties of the Contract. This can be in the form of a removable decal. The Contractor, if requested by the RDCK, shall provide criminal record checks to the RDCK for all employees being utilized in the execution of this Contract. The Contractor is responsible for the cost of the criminal record checks. The Contract may be extended for up to two (2) years by mutual agreement of both parties.
