Site work and renovation of a civil project in South Mills, North Carolina. Conceptual plans call for the renovation of a water / sewer project; for site work for a water / sewer project; bridge / tunnel; and bridge / tunnel.

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Norfolk District, U.S. Army Corps of Engineers, is anticipating a future procurement for either a competitive one- or two-phase Design Build construction contract. The project is located on 4 different sites on the Atlantic Intracoastal Waterway (AIWW) in Chesapeake, Virginia and South Mills, North Carolina. The anticipated NAICS Code for this project is 237310. The anticipated PCS code for this project is C1LB. In accordance with FAR 36.204, the estimated magnitude of this project is between $1,000,000 and $5,000,000. Background This project includes infrastructure upgrades to several locations on the Albemarle and Chesapeake Canal (ACC) and the Dismal Swamp Canal (DSC) what are both part of the AIWW. Project site locations are at North Landing Bridge (NLB), South Mills Bridge (SMB), Deep Creek Lock (DCL), and South Mills Lock (SML). Work items for this project would involve preforming upgrades to structural, mechanical, and electrical components associated with the sites. NLB is an important connection between Virginia Beach and Chesapeake and spans the ACC. The bridge crossing is important for residential vehicle traffic and emergency vehicles, in addition, there is significant commercial traffic within the canal. SMB is a small drawbridge spanning the DSC in South Mills, NC. SMB provides an important route for access to the town for residents and emergency vehicles. DCL and SML serve the purpose of allowing boats to travel through the DSC, connecting the southern branch of the Elizabeth River in VA to the Pasquotank River in NC. Existing Conditions NLB has structural issues that need repair. These include floor beam members, deck headers, connection plates, balance plates, and gusset plates. Bridge members need to be cleaned and painted for the goal of preventative maintenance. There are two transmission support trays underneath the bridge (north and south) which have structural issues and need repair to ensure bridge operability. The east and west pedestrian sidewalks have degraded and need to be removed, structural steel components underneath need to be refurbished and upgraded. The electrical control box is underneath the bridge and becomes inundated from time to time, therefore it needs to be moved to a more suitable location. SMB currently has degraded structural members that need replacement. Underneath the bridge there is a catwalk which has failed. In addition, electrical controls and motors are in non-optimal state as they are original parts 90 years in age. The DSC locks all have original electrical components which were installed in the 1930's. These electrical components are pushing 90-100 years old and are no longer reliable. In addition, when these electrical components fail, it is cumbersome to get replacement parts since they are often custom built due to their age. The control houses which store electrical components are poorly insulated resulting in a high risk for damage. Description of Work The Norfolk District, U.S. Army Corps of Engineers, is seeking eligible firms capable of performing the design and construction of the following structural, electrical, and mechanical repairs. Site 1: South Mills Bridge Electrical Investigation Test for and document all electrical wiring/connections within the project area Structural Repairs Catwalk replacement Replace east end of stringers in span 1 Clean, cut, and weld new plate sections Span 1, clean exposed rebar down to bare metal, cut out delaminated concrete Patch or cast in new concrete sections If full depth repair is necessary, remove corroded rebar sections and dowel/epoxy in new transverse and longitudinal rebar of equivalent size Electrical Upgrades Replace Electrical Controls/Switches Rotary Switch Replacement Provide Spare Wound Motor Site 2: North Landing Bridge Electrical investigation Test for and document all electrical wiring/connections within the project area Structural/Mechanical Repairs Replace floor beam members at hot roller steel gusset plates Replace steel deck header at open joint for north and south spans Implement water runoff diversion, drip edge, at open center joint Replace connection plates, plate supports, and gusset plates as needed Clean, repaint, and secure balance plates Clean and repaint all adjacent connecting stringers and laterals Replace north and sound end transmission support tray members Replace stringers over transmissions and wedge machinery at north and south ends Replace hot roller steel gusset plates Clean and repaint all structural members in general area with minor corrosion Replace north end transmission support tray member Replace hatch access joints Clean/rebuild section loss/repaint in area of plate girders along web Replace rivets with high strength bolts and create spacer connection to reattach sidewalk Repair salvageable members in the adjacent areas as needed Electrical Upgrades Electrical rewiring and box replacement Install new control panels Utility repairs for oil pressure sensor Install electrical circuits and outlets Sites 3&4: Deep Creek/South Mills Locks Electrical Investigation Test for and document all electrical wiring/connections within the project area Electrical Upgrades Replace all gate and valve motors Replace electrical controls and wiring Repair/replace feeder distribution from the service entrance to the operator house Replace existing branch circuit wiring and circuit protection Replace existing power distribution enclosure and lockboxes Replace gate and signal lights Structural/Building Replacement Demolish and replace small control houses to protect electronics from the outside elements. Provide UL 2017 standard smoke detectors in control houses Survey of the Design/Construction Industry The following confidential survey questionnaire is designed to apprise the Corps of prospective geotechnical contractors' project execution capabilities. Have you worked on design build structural and electrical repair/upgrade jobs similar in nature, complexity, and magnitude to this project within the past 5 years. In your opinion, what would be a reasonable contract duration based on your company's capacity to and availability to undertake a project of this size and scope. Can you provide references from previous clients who have had similar projects completed by your company. Are you familiar with the safety and health requirements of EM 385-1-1. What is your approach to ensuring safety during the construction process, especially when working on bridges and navigation locks. Are there other NAICS and/or PCS codes that would better suit this project based upon the proposed work items. Are there any specific challenges or constraints you foresee regarding the work items associated with the project. If so, how would you address them. Can you provide a breakdown of your proposed project team, including key personnel and their qualifications, for the bridge repairs and lock upgrades. Have you encountered any legal disputes or claims related to design-build projects in the past. If so, how were they resolved. Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture. What work would you have subcontractors perform for this project. Is there a dollar limit on the size of contract that you would bid. If so, what is that limit. What is your bonding capacity per contract. What is your total bonding capacity.
