Lockport Lock & Dam is located on the I&M canal and is operated by the US Army Corps of Engineers (USACE), Chicago District. The facility is a unit of the Inland Waterway Navigation System and consists of a navigational lock. The address to the facility is 2502 Chanel Drive Lockport, IL 60441 (on the east side of the canal). The site can only be reached by turning west on E Division St & S State St. Follow Division St. and keep right at the fork. Go through the gate with Dead End and Restricted Access signs and follow the road along the canal until reaching the Lockport Lock parking lot. This service Contract requires the Contractor to provide all labor, materials, equipment, and permits to seal, waterproof, and coat the interior concrete walls of four (4) liftgate machinery pits at the Lockport Lock & Dam facility. The machinery pits are used to house cables, pulleys, hydraulic equipment to operate the lock's vertical lift gates. The pits are approximately 20x20 ft, with a depth of 48 ft below surface grade. The concrete wall thickness is at least 3 (three) ft depending on location. There are numerous, small cracks on the surface of the concrete walls supporting the interior of the machinery pits. The cracks are not indicative of shear and/or tension failures, but are more likely due the constant fluctuation of the hydrostatic pressures along the walls adjacent to the lock chamber. When the chamber is filled (at max pool), lock staff identified chamber water seeping through the imperfections of the concrete and into the machinery pits. Due to the nature of equipment, there is grease and hydraulic fluid on the interior surfaces of the buildings. The surfaces must be fully cleaned and degreased prior to application of any sealants, fillers, or adhesives to not compromise adhesion. Portions of walls are obstructed by structural steel which shall be left undisturbed, however the conduit can be dismounted and moved as necessary to complete this Work. The Contractor shall mount the conduit back to its original location post-Work. The period of performance for this contract is 120 days following receipt of Notification to Proceed (NTP).
