This is a DRAFT Request for Proposal (RFP) for the upcoming San Francisco VA Medical Center Building 40 construction project. This notice does NOT constitute a formal solicitation and is not a commitment by the Government to procure services. Responses from interested vendors are not offers and the Government has no obligation to award a contract as a result of this announcement. The purpose of this notice is for the Government to receive feedback from industry on the draft solicitation. No amendments to this notice are anticipated to be issued containing responses to vendor submitted questions. The feedback received as a response of this notice will be used to finalize solicitation documents. A formal question and answer opportunity will be identified upon issuance of the formal solicitation. Please note, for this project, Project Labor Agreements (PLAs) will apply (large-scale Federal construction projects where the total estimated cost to the Government is $35 million or more). Questions, comments, and or recommendations relating to this DRAFT solicitation shall be submitted via ProjNET at https://www.projnet.org. To submit feedback, prospective offerors will need to use the Inquiry Key presented below and follow the instructions listed below for access. ***Please Note: Interested vendors shall only submit one question per inquiry. The Draft Solicitation Number is: W912P724R0001 Inquiry Key: J45YH3-KP967E Step 1: Access Site at www.projnet.org Step 2: Place your mouse pointer directly over Bid (automatically drops down) and click on Bidder Inquiry. Step 3: For item 'a', "Agency" select USACE from The drop-down window. Enter the Bidder's Inquiry Key in item 'b'. Enter your address in item 'c'. Click Login. If you are a first-time user, you must complete the registration page (Step 3); otherwise, you will continue at Step 4. Step 4: If you are a first-time user, you will encounter the following screen that requires you to register. Enter the required information in items 'a' through 'i'. Click Create User. Step 5: If you are already a registered user you will see the screen with your secret question that you chose at the time you registered. Step 6: On the menu page for the specified solicitation, you submit questions/comments or view inquiries. Step 7: On Submit Question Screen-For item 'a', select the appropriate Discipline from the drop-down window for which your question applies. Provide your questions/comment in item 'f'. Complete items 'b' through 'e', as applicable, to identify the location or source of your question/comment more accurately. When completed, click Add Inquiry. Please address only the one question at a time. NOTE: After submitting your inquiry, a Screen appears that allows you to either add an additional inquiry or chose the "Options" at the top left of the screen to view inquires. To view inquires: Simply click on either View Your Inquires or View All Inquiries. Interested firms are requested to review the specification in its entirety and review the Inquiry System for questions prior to submission of a new inquiry. PLEASE NOTE: This announcement is not a contract solicitation, request for proposal, promise to issue any future contract, forum to discuss upcoming work, nor commitment to offer work of any kind on the part of the Government. In event the Government does issue a contract solicitation or request for proposal for this project in the future, the Plan and Specifications may change from that presented in this draft RFP. The Government will not assume liability for costs incurred by the contractor preparing feedbacks. The Method of Contractor Selection has not been determined at this Time.
