Site work and paving for a mixed-use development in Broadview, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The work generally consists of the removal and replacement of curb and gutter, sidewalks and driveway aprons, parkway asphalt, structure adjustments, reconstructions of drainage structures, point repairs to combination sewer system, excavation of the existing roadway, installation of an aggregate base, installation of hot-mix asphalt binder course, and hot-mix asphalt surface course, restoration of the parkways, and all other appurtenant work thereto as detailed in the plans and specifications. For this project the Contract must include $143,502 from MBE and $28,700 from WBE Work on this project is funded through the State of Illinois Rebuild Illinois grant program administered by the Illinois Department of Commerce and Economic Opportunity (DCEO). A certified check or bank draft, payable to the order of Village of Broadview, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin; work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act as enacted by P.A. 95-0635; and this contract is subject to the following State of Illinois Legislation: Illinois Prevailing Wage Act (820 ILCS 130): Requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current "prevailing rate of wages" (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. Illinois Works Jobs Program Act (30 ILCS 559/20-1 et seq.): Contractors will be required to use apprentices for 10% of total labor hours worked in each prevailing wage classification on a project, or 10% of the estimated labor hours in each prevailing wage classification, whichever is less. Contractors will be required to report all labor hours performed on a project and the total labor hours performed by apprentices for each prevailing wage category. Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act ("BEP") (30 ILCS 575/0.01 et seq.): Establishes a goal for contracting with businesses that have been certified as owned and controlled by persons who are minority, female or who have disabilities. Grantee shall maintain compliance with the BEP Utilization Plan submitted in conjunction with the Agreement and shall comply with all reporting requirements. Contractors on grant-funded projects will be required to subcontract with CMS BEP certified vendors/contractors. For this project the Contract must include $143,502 from MBE and $28,700 from WBE. Employment of Illinois Workers on Public Works Act (30 ILCS 570/0.01 et seq.). Provides that whenever there is a period of excessive unemployment in Illinois (as defined by the Act), then the Grantee shall employ at least 90% Illinois laborers on such project. No bid shall be withdrawn after the opening of the proposals without the consent of the President and the Board of Trustees of the Village of Broadview for a period of sixty (60) days after the scheduled time of closing bids. The Contractor will be required to obtain a Performance Bond for 100% of the Contract Price to ensure completion of the project and a Payment Bond for a 100% of the Contract Price to ensure payment to all persons supplying Labor and Materials. The Contractor shall be required to furnish sufficient insurance or guaranty of indemnity to the Village of Broadview, Illinois, the County of Cook, Illinois, and the Engineer against any and all claims which might arise for damages to persons or property due to the negligence of the Contractor or Subcontractors, or their officers, agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the President and Board of Trustees of the Village of Broadview, Illinois. Minority, Female, Persons with Disability Status and Subcontracting The Business Enterprise Program Act for Minorities, Females, and Persons with Disabilities (BEP) (30 ILCS 5757) establishes a goal for contracting with businesses that have been certified as owned and controlled by persons who are minority, female or who have disabilities. The Village of Broadview reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Village of Broadview for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract
