The City is soliciting proposals from qualified System Integrators to provide, install, and commission an Adaptive Signal Control System, a Multimodal Detection and Analytics System, and an Automated Traffic Signal Performance Measures System Project Overview The City of Redmond is seeking qualified System Integrators with demonstrated ability to provide, install, and commission an Adaptive Signal Control Technology (ASCT) system, a Multimodal Detection and Analytics system, and an Automated Traffic Signal Performance Measures (ATSPMs) system that meet the project's System Requirements. By submitting a proposal, the Proposer expresses an interest to be considered for providing the services and products described in this RFP. The selection of the successful Proposer(s) will be subject to their ability to meet the project's needs and the criteria set forth in this RFP. A Proposer can propose on one or multiple of the requested systems. Proposers will be evaluated individually on the proposed systems, however, interoperability between systems is desired. Background The City of Redmond, Washington, is a hub for residential and employment growth due to its strong technology business sector. The City encompasses an area of over 17 square miles and is located 15 miles east of downtown Seattle. The City has two urban growth centers in Downtown and Overlake Village, which are expected to grow significantly in the next 20 years. Today, the City has about 77,500 residents and 99,000 jobs and by 2050, it is expected to have 125,300 jobs. The City is interested in contracting with qualified System Integrator(s) to support the commission of three systems which include: o Adaptive Signal Control Technology (ASCT) system o Multimodal Detection and Analytics system o Automated Traffic Signal Performance Measures (ATSPMs) system The systems will be deployed at downtown Redmond signalized intersections to better serve multimodal transportation operations by meeting the following objectives: o Provide more equitable assignment of green time to all road users; o Improve corridor progression; o Improve travel time reliability; and o Improve corridor safety The Adaptive Signals project will implement ASCT and ATSPMs at 12 signalized intersections as well as Multimodal Detection and Analytics at 10 signalized intersections. If budget allows, the City has identified 13 additional desirable intersections for ASCT and ATSPM deployment. As described in the Concept of Operations (Attachment F), the project includes Redmond Way, the City's primary downtown corridor, and several minor intersecting streets. Trip generators within the project area include State Route 520, two Sound Transit light rail stations (scheduled to open in 2025), multiple mixed-use trail pathways, and a diverse land use mix of urban residential and commercial. This initial deployment will form the basis for future system expansion as additional funding becomes available. The project budget is $400,000 to $450,000 which includes, but is not limited to, the ASCT system and additional vehicle detection equipment (as necessary), Multimodal Detection and Analytics system, ATSPM system, and associated System Integrator staff time and resources. The City will provide non-intrusive equipment installation support for equipment mounted to existing traffic signal poles or equipment installed in existing traffic signal cabinets. The project is funded through local dollars. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
