Site work for a water / sewer project in Eldorado, Illinois. Completed plans call for site work for a water / sewer project.

construction of STP Rotating Biological Contactor (RBC) Rehabilitation A certified check or bank draft, payable to the order of City of Eldorado, a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. A payment and performance bond is required in connection with this project, said bond shall specifically provide that the Principal must pay all sums of money due or to become due for any labor in accordance with the Federal Davis-Bacon Wage Act. The Procurement will be subject to regulations contained in the Procedures for Providing Financial Assistance from the Water Pollution Control Loan Program (35 IAC Part 365), the Federal Davis-Bacon Wage act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570) and the federal "Build America, Buy America Act" requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This Procurement is also subject to Loan Recipient's Policy regarding the increased use of Disadvantaged Business. The Loan Recipient's policy reouires all bidders to undertake specified affirmative efforts at least sixteen ( 16) days prior to bid opening. The policy is contained in the Specifications Bidders will also be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u, which requires to the greatest extent possible, businesses and employers working on HUD-funded projects must make a good faith effort to train and employ low-income individuals living in the local area and to contract with businesses owned by or that employ Section 3 workers, and 3) that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin
