This project includes the replacement of approximately 19,000 LF of water line and other appurtenances in Hazard, KY. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Bidding Documents may be examined at: City of Hazard, KY 700 Main Street Hazard, KY 41701. Questions regarding this project must be received by Nesbitt Engineering, Inc. (859-685-4547 bgreenwell@nei-ky.com) in writing no later than 5:00 P.M. 02/22/2024. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Non segregated facilities order 32FR 7439, and the Contract Work Hours Standard Act. This project will follow, and bidders must comply with Executive Order No. 11246 (EEO) as amended, prohibiting discrimination in employment regarding race, creed, color, sex or national origin. Contractors/subcontractors will comply with 41 CFR 60-4, (affirmative action), to ensure equal opportunity to females and minorities and will apply the timetables and goal set forth in 41 CFR 60-4. This contract is subject to federal wage rates. Bidders will make positive efforts to use small, minority, women owned and disadvantaged businesses. DBE's are encouraged to bid. Procurement will be subject to DOW Procurement Guidance including the Davis-Bacon Act. Project is subject to American Iron and Steel requirements. This contract is being funded in part with an SRF loan. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Bid award will be made to the lowest, responsive, responsible bidder. All bidders shall submit with their bid an acceptable bid bond or certified check in the amount of five percent (5%) of the bid, payable to the Owner. The Bidder awarded the contract shall complete this project within 210 calendar days of the construction start date. Liquidated damages will be assessed at $750 per calendar day. The OWNER reserves the right to waive any informalities or to reject any or all bids
