The Hampton Redevelopment and Housing Authority (HRHA) is using a competitive Request for Proposal process to identify a builder for the construction of three (3) Single Family Residential Houses in Hampton, Virginia. The residential houses will be located at (902, 904, and 906) West Queen Street. Construction of the houses are to be constructed simultaneously in accordance with all terms and conditions, specifications and drawings as set out in this Request for Proposal (RFP). HRHA is a political subdivision of the Commonwealth of Virginia created pursuant to the Housing Authority Law (Title 36 of the Code of Virginia) operating and located within the City. HRHA is responsible for the promotion and oversight of residential redevelopment for City and HRHA-owned properties and also serves as a general contractor in new construction and redevelopment activities. HRHA is headed by an Executive Director and is governed by Board of Commissioners appointed by the Hampton City Council. Current information on properties and programs managed by HRHA can be found on our website The Authority owns two Asset Managed Public (AMP) housing apartment complexes consisting of 246 housing units; administers 3,000+ housing vouchers through the Housing Choice Voucher program (Section 8); owns five mixed-finance apartment complexes consisting of 182 units; manages two commercial office buildings; owns one market rate apartment complex consisting of 263 units and; manages eight apartment complexes with a total of 691 housing units. SCOPE OF SERVICES General Requirements HRHA is requesting Proposals for New Single-Family Construction of Residential Housing. Three (3) single-family residential homes are to be constructed on 902, 904 and 906 West Queen Street (see Attachment G for Project Site) in accordance with the plans and drawings set forth in this solicitation (see Attachment H -3 houses). During the course of the contract, it shall be the Contractor's responsibility to provide all labor, materials and workmanship, which shall meet or exceed the current Virginia Uniform Statewide Building Code. Workmanship shall be first class and of the best quality in accordance with accepted contemporary construction practices. General contracted work will fall under the applicable provisions of HUD-5370-EZ "General Conditions for Small Construction/Development Contracts" (Attachment I); HRHA Special Conditions (Attachment J); Drawings and Specifications (Attachment H) for: 902 West Queen Street - The Crown Regal a 1,597 sf 2-story 4 bedroom 2 1/2 baths 904 West Queen Street - The Cordial Abode a 1,733 sf 2 story, 3 bedroom 2 1/2 baths 906 West Queen Street - The Crown Cape a 1,733 sf 1 1/2 story 3 bedroom 2 1/2 baths Questions: Offerors must submit questions regarding the Request for Proposal (RFP) in writing to the Issuing Office to ktaylor@hamptonrha.com with a copy to no later than ten (10) days prior to due date. Necessary replies will be issued to all Offerors of record as addenda that shall become part of the contract documents. Oral instructions do not form a part of the Proposal documents. Offeror is responsible for checking HRHA web site or contacting the Issuing Office within 48 hours prior to Proposal closing to secure any addenda issued for this RFP. Offerors are to include signed addenda with their proposal. Oral communications are not a part of the proposal documents. This RFP and any addenda shall be incorporated, by reference, into any resulting contract. Contract Period The performance period for construction is 365 calendar days from Notice to Proceed date.
