Direct All Inquiries Concerning This Rfp to: County of Anson Attn: Wendell Small, Parks and Recreation Director 845 Airport Road Wadesboro, Nc 28170 Wsmall@ansoncountync.gov Note: Questions Concerning the Specifications in This Request for Proposals Will Be Addressed by Email to Wsmall@ansoncountync.gov a Summary of All Questions and Answers Will Be Posted on the County of Anson Website as an Addendum. It is the Offeror's Responsibility to Assure That All Addenda Have Been Reviewed and, if Need Be, Signed and Returned. Proposals in One (1) Original and Three (3) Copies Will Be Received From Each Offeror in an Envelope or Package. Each Original Shall Be Signed and Dated by an Official Authorized to Bind the Firm. Unsigned Proposals Will Not Be Considered. All Proposals Must Be Received by the Issuing Agency Not Later Than the Date and Time Specified on the Cover Sheet of This Rfp. 5. At That Date and Time, the Package Containing the Proposals From Each Responding Firm Will Be Opened Publicly and the Name of the Offeror and Cost(S) Offered Will Be Announced. Interested Parties Are Cautioned That These Costs and Their Components Are Subject to Further Evaluation for Completeness and Correctness and, Therefore, May Not Be an Exact Indicator of an Offeror's Pricing Position. 6. At Their Option, the Issuing Agency's Rfp Selection Team May Request Oral Presentations or Discussion With Any or All Offerors for the Purpose of Clarification or to Amplify Materials Presented in Any Part of the Proposal. However, Offerors Are Cautioned That the Proposal Evaluators Are Not Required to Request Clarification; Therefore, All Proposals Should Be Complete and Reflect the Most Favorable Terms Available From the Offeror. 7. Proposals Will Be Evaluated According to Completeness, Content, and Experience With Similar Projects, Ability of the Offeror and Its Staff, and Cost. a List of References (Including Contact Persons and Telephone Numbers) for Which Similar Work Has Been Performed Shall Be Included, and the List Shall Include All Similar Contracts Performed by the Offeror in the Past Five (5) Years. the Failure of the Offeror to List All Similar Contracts in the Specified Period May Result in the Rejection of the Offeror's Proposal. the Rfp Team May Check All Public Sources to Determine Whether the Offeror Has Listed All Contracts for Similar Work Within the Designated Period. if the Evaluators Determine That References for Other Public Contracts or Similar Contracts Were Not Listed, the Evaluators May Contact the Public Entities to Make Inquiry Into Offeror's Performance of Those Contracts; and the Information Obtained May Be Considered in Evaluating Offeror's Proposal. Award of a Contract to One Offeror Does Not Mean That the Other Proposals Lacked Merit, but That, All Factors Considered, the Selected Proposal Was Deemed Most Advantageous to the Issuing Agency. In Addition to Any Other Evaluation Criteria Identified in the Issuing Agency's Solicitation Document, the Agency Shall, for Purposes of Evaluating Proposed or Actual Contract Performance Outside of the United States, Consider the Following Factors to Ensure That Any Award Will Be in the Best Interest of the Issuing Agency: Total Cost to the Agency Level of Quality Provided by the Vendor Security and Protection of the Agency's Information and Intellectual Property Experience With County of Anson Ability to Provide Services/goods Offerors Are Cautioned That This is a Request for Offers, Not a Request to Contract; and the Agency Reserves the Unqualified Right to Reject Any and All Offers When Such Rejection is Deemed to Be in the Best Interest of the Agency. Interested Parties Are Cautioned That These Costs and Their Components Are Subject to Further Evaluation for Completeness and Correctness and, Therefore, May Not Be an Exact Indicator of an Offeror's Pricing Position Introduction the County of Anson is Seeking a Qualified Contractor/vendor to Replace 7 Slide Devices for a Block at Our Law Enforcement Building. Scope of Work 1. Field Measurement Trip to Obtain All Necessary Dimensions. 2. Remove (7) Existing Locking Devices in Their Entirety, Including the Transom Housing, Lock Column, Receiver, and Door Guide. 3. Gut (1) Existing Release Cabinet and Prep for Reuse. 4. Furnish & Install (7) Willo E1 Rack & Pinion Locking Devices (or E2 Chain Drive Device if Space Limitations). This Includes a New Transom Housing, Lock Post With Drop Bar, Receiver, Wall Guide, and Main Bar and Wiring Run Back to the Manual Release Cabinet to Allow for Manual and Electrical Operation From the Release Cabinet. 5. Reuse (7) Existing Doors. Furnish & Install New Top Plate and Bottom Angle on the Existing Door to Allow for Top and Bottom Locking. 6. Furnish & Install (1) New Mechanical Release Mechanism in Existing Cabinet to Allow for Mechanical Operation of the Doors From the Release Cabinet. Lever Will Provide 3 Positions: Electrical Operation, Individual Mechanical Release Operation, and Gang Release Operation. Individual Mechanical Release Will Be Provided by Moving the Main Bar and Opening a Slot in the Bottom of Each Transom Housing Where a Tool Will Be Inserted to Kick the Door Open. Gang Release Will Open All Doors at the Same Time. 7. Furnish & Install (1) New Control Panel in the Existing Cabinet to Allow for Electrical Control of Each Door. Each Panel Will Provide a Separate Switch for Each of the Doors Being Controlled With Three Positions: Open, Stop, and Close. Indication Leds Will Be Provided to Indicate Whether Door is Secured or Insecure. Panel Will Also Come With a Lamp Test and on/off Switch. 8. Dumpster for Disposal of Existing Materials. 9. Conex for Storage of New Materials. 10. Provide (4) Hours of Operator and Maintenance Training. 11. Provide (1) Year Warranty. Clarifications & Assumptions: 1. Quote Assumes There is a Path of Ingress Large Enough for Moving Manufactured Units From Our Conex to the Work Area. Some of Our Components Will Be Up to 8 Feet Long and 3 Feet Wide. 2. Quote Assumes There is a Path of Egress for Moving Removed Materials Out to a Dumpster. 3. Quote Assumes We Can Store Our Tools and Materials in Our Work Area Overnight to Eliminate Daily Check in/check Out of Tools and Materials. 4. Facility Will Provide Power to the Release Cabinet at the End of the Cell Run to Power the New Door Control Panel. Exclusions: 1. Work or Modifications Not Specifically Included Above. 2. Delay When Entering or Exiting the Building. If Lengthy Delays Should Be Expected We Will Have to Add for the Additional Time. 3. New Doors. 4. The Facility Agrees to Provide Easy and Ample Access to 120vac Power in All Work Areas for Welders. 5. New Circuits or 120v Power to Controls (Power Will Need to Be Run to Our Cabinet to Power the Controls. A 30a Circuit to Each Cabinet Will Suffice). 6. Electrical Work Including New Conduit or Cabling (Except From Our Devices Back to the Release Cabinet and Internal Wiring for Our Controls). 7. Daily Check in/check Out of Tools and Materials. 8. Integration With Other Systems. 9. Lead Paint Testing or Abatement. 10. Temporary Barriers. 11. Smoke Evacuation. 12. Security Caulk or Sealants. 13. Finish Paint. 14. Cost of Local Licenses or Permits. These Can Be Obtained at an Additional Cost. 15. Sales Tax. 16. Bonds. 17. Retainage. 18. Prevailing Wages. 19. Liquidated Damages.
