CR Number: 2106688 The Village of Liberty, Sullivan County, NY is requesting proposals from engineering firms to provide professional services for design through construction for the Wastewater Treatment Plant Phase 2 Upgrade - Enhanced Sludge Handling/ATAD Process. The upgrade will include a new Enhanced Sludge Handling/ Autothermal Thermophilic Aerobic Digestion (ATAD) Process, Septage Receiving, and other minor improvements. The project has qualified for funding through the NYS Environmental Facilities Corporation Clean Water State Revolving Loan Fund (CWSRF) and the Bipartisan Infrastructure Legislation (BIL).
The Engineering Services contract will encompass all project-related engineering & subcontractor services required for the design and construction of the project, including but not limited to final design plans and specifications, grant administration, permitting assistance, preparation of bid documents, bidding services, construction administration/engineering during construction, onsite observation services, record drawing preparation and project close-out. Proposals should not exceed twenty-five (25) pages in length (not including the cover letter, cover pages, and section dividers, etc.), and shall include the following information:
Firm Summary/Profile
Summary of ability to work with municipal staff
Summaries of at least three (3) similar projects previously completed, including project budget
Summaries of State/Federal Grant and Loan experience with emphasis on NYSEFC administered funding over the last five years
Proposed Project Organization Chart and resumes of key staff that that are anticipated to be assigned to work on the project
A minimum of three (3) client references
The Board reserves the right to accept or reject any and all proposals in whole or in part, to waive any and all informalities, require supplemental statements or information from any responsible party, have discussions with any respondent to this RFQ to correct and/or clarify responses, and negotiate potential contract terms with the most highly qualified firm.
