Proposals shall be designated as "Sealed Bid - - Town of Lake Providence - LCDBG Street Improvements , Louisiana Community Development Block Grant Project for Fiscal Year 2023 to be financed by the State ofLouisiana CDBG program". All bids must be submitted on the proper bid form. The contractor shall display his contractor's license number prominently on the outside ofthe envelope. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 o'clock a.m., on March 13, 2024 , at the Town of Lake Providence located at 201 Sparrow Street, Lake Providence, LA 71254 . The Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, Forms of Bid Bond, Performance Bond and Payment Bond and other contract documents shall be examined at the office of the Engineer , located at the 114 Venable Lane, Monroe, Louisiana 71203. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 ofthe Louisiana Revised Statutes. To bid and perform work covered by these documents the contractor must be licensed under Classification II - Highway, Street, and Bridge Construction. Each Bidder must have an active Unique Entity ID (SAM), as verified on website prior to the beginning of construction. If the firm submitting the bid proposal is a corporation, a corporate resolution authorizing a representative ofthe corporation to sign the bid or written evidence ofthe authority ofthe person signing the bid must accompany the bid proposal. Such activities will be in accordance with Title 38 ofthe Louisiana Revised Statues. Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department ofTreasury Circular 570. The Attention ofBidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State ofLouisiana and bonding and insurance requirements. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rates, as issued by the Division of Administration and contained in the contract documents, must be paid on this project. No Bidder may withdraw his/her bid within Forty Five (45) days after the actual date of the opening thereof. The successful bidder will be required to execute the Owner's Standard Form of Agreement/Contract for construction together with the Performance and Payment Bond within ten (10) working days after normal award of contract.
