Contract shall consist of the Bidder Instructions, General Terms and Conditions, and Scope of Work and Specifications, together with all referenced Attachments, which is to be executed by the Successful Bidder upon notification by the Township of an award of contract. See additional guarantee requirements listed in Section 3. Scope of Work & Specifications. Contract period is April 1, 2024-March 31, 2025 question deadline : 03/08/2024 Any questions regarding the cutting schedule and specifications of the bid should be directed via email to Assistant Township Manager Natalie Thiess, nthiess@richland.pa.us no later than five (5) days prior to the bid submission date or 724-443-5921. Responses to such requests will be provided to ALL Bidders, via email, in addition to the Bidder making the request, unless Bidder has notified the Township that email communication is unacceptable. The Township without invalidating the Contract, may order changes in the work within the general scope of the Contract consisting of additions, deletions or other revisions, provided the total amount added or eliminated does not exceed twenty-five percent (25%) of the estimated total Contract price. All such changes in the work shall be authorized by change order and shall be executed under the applicable conditions of the Contract documents. Contractor shall clean and maintain areas in Richland Park specified herein, furnishing all supervision of labor, materials, equipment, supplies, and services to complete the work as outlined in this Invitation to Bid using professional cleaning and maintenance practices. Appropriate attire will be expected, where needed. Work shall consist of, but not limited to, trash removal; cleaning of shelters, restrooms, and all other park facilities; replenish paper products and supplies in all bathrooms provided by Richland Township; removal/bagging of leaves; power washing shelters (tables, seats, floor, walls), restrooms, dugouts, bleachers and dek hockey rink; repairs of equipment and facilities; removal of fallen trees, branches, and debris; and other tasks assigned by Richland Township. Each bid must be accompanied by Bid Security made payable to Richland Township in an amount of ten percent (10%) of the total Bid price and in the form of a certified or bank check or a Bid Bond issued by a surety. The successful Bidder must furnish Performance and Payment Bonds each in an amount equal to the Contract Price. Performance Bond. The Successful Bidder shall provide the Township with a Performance Bond of one hundred percent (100%) of the Contract amount conditioned upon the faithful performance of the Contract in accordance with all the plans, specifications, terms and conditions of the Contract. Such bond shall be solely for the protection of the Township. The Township reserves the right to reject any and all bids, and to accept either in whole or in part any one bid or combination of bids. Richland Township reserves the right to reject any and all bids and to accept the bid totally or in part, and to waive informalities in any Bid. The Township reserves the right to reject a bid as nonresponsive if it is materially unbalanced as to price(s) for the base requirement, any unit price, and/or any options. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated. A bid may be rejected if the Township determines that lack of balance poses an unacceptable risk to the Township. The Township reserves the right to reject the bid of any Bidder who has demonstrated poor performance during either a current or previous agreement with the Township.
