The project generally consists of: Installation of four new mooring dolphins, removal/replacement of two mooring dolphins, and other associated work. All questions about the meaning or intent of the Bidding Documents are to be submitted to the Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Each Bidder must deposit with his proposal, a Bid Bond in an amount equal to 5% (five) percent of its bid, payable to the Hancock County Port & Harbor Commission, as bid security. The Contractor will commence the work required by the CONTRACT DOCUMENTS within 10 calendar days after the date of the NOTICE TO PROCEED and Substantial Completion of the project will be obtained within 120 consecutive calendar days of the NOTICE TO PROCEED date unless the period for completion is extended otherwise by the CONTRACT DOCUMENTS. The Contractor shall be liable for the continued assessment of liquidated damages at $1,000.00 for each calendar day that the Contractor is in default in attaining Final Completion within the time stipulated as provided herein.
