Custodial Services North Jersey Coast Line (NJCL) - NJ Transit Rail Stations Project has been cancelled. The work under this Two (2) Step Invitation for Bids (IFB) generally consists of, but is not limited to, Custodial Services North Jersey Coast Line (NJCL) - NJ TRANSIT Rail Stations as outlined per the Technical Specification for NJ TRANSIT's Rail Stations for a period of One (1) base year with Four (4) One (1) Year option periods, which may be exercised at NJ TRANSIT's sole discretion. All work must be in strict conformance with the Technical Specification provided in the Bid Documents. SERVICE TO BE PROVIDED The New Jersey TRANSIT Corporation (NJ TRANSIT) is soliciting bids through a two (2)-step Invitation for Bids (IFB). The specification sets forth the conditions set by NJ TRANSIT requiring a contractor to provide custodial services at all Rail Stations on NJ TRANSIT's North Jersey Coast Line (NJCL) Line. The Contractor shall comply with all applicable Federal and State requirements and meet OSHA and NJ TRANSIT Rail Operations safety standards. RAIL STATION LOCATIONS COVERED BY THIS IFB Janitorial and Floor Cleaning Services Avenel Station (Janitorial Only) Avenel Street 1/2 mile east of routes 1 & 9 (1/2 mile from Rt. 1) Woodbridge, NJ 07095 South Amboy Station (Janitorial Only) Mason Street, South Amboy, NJ 08879 Perth Amboy Station Elm Street between Smith Street and Market Streets, Perth Amboy, NJ Aberdeen-Matawan Station Main Street and Atlantic Avenue Matawan, NJ 07747 RAIL STATION LOCATIONS FOR FLOOR CLEANING AND WINDOW CLEANING Services - Floor cleaning to be performed four times per year, window cleaning two times per year: Middletown Station (specialized floor cleaning, window cleaning) Hazlet Station (window cleaning only) Long Branch Station (specialized floor cleaning, window cleaning) Elberon Station (specialized floor cleaning, window cleaning) Custodial Services North Jersey Coast Line for NJ TRANSIT Rail Stations Allenhurst Station (window cleaning only) Bradley Beach Station (specialized floor cleaning, window cleaning) Spring Lake Station (specialized floor cleaning only) Point Pleasant Station (specialized floor cleaning only) Red Bank Station (specialized floor cleaning, window cleaning) This is a Two-Step IFB. Step One (1) of this IFB will involve a pre-qualification process. All Bidders must be prequalified by NJ TRANSIT prior to submitting a Bid. All Bidders, regardless of past performance, must complete the Bidder's Pre-Qualification Form (Attachment A) for review by the NJ TRANSIT Prequalification Committee, prior to the submission of a Bid in Step Two (2). The Bidders Pre-qualification Form (Attachment A) must be submitted by email to Cperry@njtransit.com on or before 4:00 P.M. (EST) Monday, March 18, 2024 for the prospective vendor to be considered as a possible Bidder. Late pre-qualification forms will not be accepted and will disqualify a vendor from contract award. Only those interested parties who have participated in Step One (1) and who have been deemed pre-qualified will be allowed to submit a Bid in Step Two (2). All interested parties who are found to be acceptable at the completion of Step One (1) and deemed pre-qualified will be notified of their status by Friday, March 29, 2024 and will be invited to participate and submit a Bid in Step Two (2). Bidders and SubBidders are also required to comply with the State of New Jersey, Division of Revenue and Enterprise Services, Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders or SubBidders shall not engage in the performance of any work unless the Contractor or Subcontractor is registered as required. Source Disclosure (N.J.S.A. 52:34-13.2) requirements apply to this project. Bidders are required to comply with the requirements of (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27), regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its Bidders agree to take all necessary and responsible steps in accordance with ( N.J.A.C. 17:13-1.1 et seq.) to ensure that New Jersey's Small Business Enterprise (SBE)/Disabled Veteran-Owned Business (DVOB) have the opportunity to participate in the performance of this contract. A Ten percent (10%) SBE/DVOB Category 3 goal has been set for this project. In accordance with ( N.J.S.A. 27:25-11 and N.J.A.C. 16:72-2.2), Bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their Bids. Additional requirements are set forth in the Bid Documents. Paper Bid Bond, Certified Check or Irrevocable Letter Of Credit Question Deadline 03/22/2024 at 4:00 PM ET . All inquiries and requests for clarifications regarding this Invitation for Bid shall be submitted electronically. Any attachments, supporting documentations, and/or red-line edits to the General Provisions (Agreement), emailed to the contract specialist identified in the Instructions to Bidders. Any response NJ TRANSIT may choose to make, will be by a written Addendum to the IFB. All such Addenda will be posted electronically. Prospective Bidders are required to acknowledge receipt of all Addenda by signing the "Acknowledgement of Receipt of Addenda" form included in the package. Failure to acknowledge receipt of all Addenda may render the bid nonresponsive.
