Shrewsbury Borough (the "Borough") is soliciting quotes for Grounds Maintenance for the athletic fields and common park areas within Shrewsbury Borough. This contract will be awarded for a period of one (1) year. The Borough reserves the right to modify this specification based upon a re-evaluation of all athletic fields and common areas within the Borough owned parks. Information for Quoters This specification includes the approximate area of all athletic playing field surfaces and all common areas within the parks to be maintained by the successful quoter. Any questions regarding this quote must be resolved prior to submission of the quote. Schedule and Scope of Services of Athletic Field and Common Area Maintenance: Park locations, approximate areas of athletic playing field surfaces and common areas within the parks and Municipal Complex to be maintained by the successful quoter (the "Quote" or "Contractor"): 419 Sycamore Ave - Municipal Complex/Manson Park: Block 30, Lot 13 (Approximately16.13 Acres) Block 30 Lot 13.01 (Approximately 6.05 Acres) Grass cutting and maintenance once every week, and all associated work including trimming bushes/trees as needed, edging, weeding, string trimming, garbage clean up, clearing and removal of all rubbish, brush, weeds and grass from drainage ditches, and landscaped areas. Patterson Avenue Park: Block 14, Lot 18.01 (Approximately 3.65 acres) Grass cutting and maintenance once every week, and all associated work including edging, weeding, string trimming, garbage clean up, clearing and removal of all rubbish, brush, weeds and grass from drainage ditches. Sickles Place Park: Block 46, Lot 23 (Approximately 3.8 acres) Grass cutting once every week and all associated work including edging, weeding, string trimming, garbage clean up, clearing and removal of all rubbish, brush, weeds and grass from drainage ditches, and landscaped areas. Optional Location Park Ave Island: Located down the center of. Park Ave. (Approximately .15 acre) SPECIFICATION: Mowing and maintenance shall commence on or about April I, 2024, and be performed one (1) time every week on Wednesdays or Thursdays until notified by the Borough of Shrewsbury to stop service, on or about December 1, 2024. Scope of Work: 1. Cutting of grass o All grass areas will be cut on a seven-day cycle starting with the first week of April 2024(weather permitting) and ending on or about December 1, 2024. The grass cutting and maintenance schedule shall be developed with the DPW Manager and shall take into consideration, among other things, the recreation schedule on Borough fields. o The mowed height of grass will be 2 1/2 to 3 inches or as directed by the DPW Manager. o All trimming shall be done with every other cutting cycle. o Grass clippings shall be left in place after mowing. o All sidewalks must be left free of debris and grass clippings following mowing activities. o Mowing shall take place on any day between the hours of 8:00 a.m. and 3:00 p.m. except as otherwise agreed upon between the Contractor and the DPW Manager. o Lawnmowers shall not go over garbage or debris in grass areas. Garbage or debris must be cleared and disposed of by Contractor prior to mowing. o No grass clipping shall be left on flower beds or on any clay infields. o Lawn mowing equipment shall be operated in a workmanlike manner to ensure proper cutting techniques are followed. o All mowed lawn areas shall be neat and uniform in appearance following mowing, and free of variations in grass height. o Brush shall be placed in parking lot/ street edge. o Weekly cuts shall be completed on one (1) calendar day, weather permitting. Brush Hogging A rate for Brush Hogging the perimeter/ Tree line of the following, to be completed one (1) time. Patterson Park Manson Park Liquidated Damages and Default: If the Contractor fails to perform the work in the manner specified by this Contract, the Borough may, at its option, assess the Contractor for each day that the work is not performed. The assessment will not be more than two hundred dollars ($200) per calendar day. Before assessing liquidated damages, the Borough will notify the Contractor of the problem and allow the Contractor forty-eight (48) hours to take corrective action. If, after further written notice, the Contractor fails to take corrective action, the Borough may terminate this Contract and enter into a Contract with another Contractor or may perform the work itself. The cost of performing the work will be deducted from any amount due under the Payment Schedule. To the extent the cost of performing the work by the substitute Contractor exceeds the amount due under the Payment Schedule, the Contractor shall be liable for and agrees to reimburse the Borough for all such amounts.
