Mississippi State University reserves the right to waive irregularities and to reject any or all bids. NOTE: Telephones and desks will not be available for bidders use at the bid site. Project type: Modifications to Parking Lot Building size: Total site acreage of the project being built: 2.10 Acres Total acreage within the permitted project area: 2.10 Acres Project construction will consist primarily of demolition, site grading, paving, storm drainage, water supply, utilities, etc. located within the permitted project area in order to construct the proposed Barnes and Noble Parking Lot. A. Purpose A major goal of pollution prevention efforts during project construction is to control soil and pollutants that originate on the site and prevent them from flowing to surface waters. The purpose of this SWPPP is to provide guidelines for achieving that goal. A successful pollution prevention program also relies upon careful inspection and adjustments during the construction process in order to enhance its effectiveness. B. Scope This SWPPP must be implemented before construction begins on the site. It primarily addresses the impact of storm rainfall and runoff on areas of the ground surface disturbed during the construction process. In addition, there are recommendations for controlling other sources of pollution that could accompany the major construction activities. Applicability of this SWPPP will terminate when disturbed areas are stabilized, permanent erosion and sedimentation controls are installed, temporary erosion and sedimentation controls are removed, construction activities covered herein have ceased, and a final inspection including an inspection report with the completed construction date has been produced. Forms which are necessary for implementing the SWPPP are included herein. Phase I Erosion Control Sequencing 1. Install stabilized construction exit(s), and install silt fence(s) on the site (clear only those areas necessary to install silt fence). 2. Prepare temporary parking and storage area. 3. Install inlet protection at existing storm structures. 4. Sequence grading operations to minimize exposed areas. 5. Complete topsoil stripping of parking area and adjacent areas. Stockpile or haul off topsoil. Stabilize topsoil stockpile with silt fences around the toe of slopes and seed topsoil stockpile. Phase II Erosion Control Sequencing 6. Temporarily seed, throughout construction, denuded areas that will be inactive for 14 days or more. 7. Install, replace, repair, or maintain perimeter silt fence, inlet protection, and construction exit as needed. 8. Install storm sewers, curbs and gutters. 9. Install inlet protection at all storm sewer structures as each inlet structure is installed. 10. As soon as structural lifts are complete, spread topsoil on face of slopes and on areas to receive grass. Permanently stabilize areas to be vegetated as they brought to final grade. 11. Prepare site for paving. 12. Pave site. 13. Install appropriate inlet protection devices for paved areas as work progresses. 14. Complete grading and installation of permanent stabilization over all areas.
