The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Manufactured Housing Installation Program Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 51330 - Engineering Services and Product Service Code (PSC) R425 - Support - Professional: Engineering/Technical. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Background: The National Manufactured Housing Construction and Safety Standards Act of 1974 (the Act), implemented in June 1976, established the framework for HUD's development and implementation of the federally preemptive manufactured housing construction program. The Act, as amended by the Manufactured Housing Improvement Act of 2000 sets forth authority for HUD to develop and enforce federal manufactured housing construction and safety standards. Through HUD's manufactured housing program, unsubsidized affordable housing is available for many families who might otherwise not be able to afford home ownership. Approximately eight (8) million manufactured homes have been built under HUDs Manufactured Housing Construction and Safety Standards Program since 1976. About 50 companies produce manufactured housing in 146 plants (production lines) with current production of about 100,000 floors per federal fiscal year. The Manufactured Housing design and construction program is implemented through two major sets of regulations: (1) 24 Code of Federal Regulations (CFR) Part 3280, the Federal Manufactured Home Construction and Safety Standards (the Standards), a nationally preemptive set of standards for the design and construction of manufactured homes; and (2) 24 CFR Part 3282, the Manufactured Home Procedural and Enforcement Regulations (the Regulations), that governs the enforcement of the Standards. The Manufactured Housing installation program is also implemented through two major sets of regulations: (1) 24 Code of Federal Regulations (CFR) Part 3285, the Model Manufactured Home Installation Standards (the Installation Standards); and (2) 24 CFR Part 3286, the Manufactured Home Installation Program Regulations (the Installation Program Regulations). As a result of amendments to the Act by the Manufactured Housing Improvement Act of 2000, the Installation Standards were developed and implemented on October 20, 2008. The Installation Standards include minimum requirements applicable to performing installation operations and assembly of manufactured homes. Proper installation ensures that manufactured homes remain in compliance with the Manufactured Home Standards (24 CFR Part 3280). The Installation Program Regulations serve as the basis for administering and enforcing the installation standards and the installation of manufactured homes in States without a State-administered program. The Program Regulations require states that choose to operate an installation program for manufactured homes in lieu of the federal program, to implement installation standards that provide protection to its residents that equals or exceeds the protection provided by the model installation standards. The Regulations also ensure that certified State installation programs address statutorily required program elements. The Installation Program Regulations require all State programs to train and license installers in each State and to administer installation inspection programs meeting the federal requirements. The Department administers the installation program in 15 States and has approved state administered programs in the remaining 36 states. The HUD-administered states currently include Alaska, Connecticut, Hawaii, Illinois, Maryland, Massachusetts, Michigan, Montana, Nebraska, New Jersey, Pennsylvania, Rhode Island, South Dakota, Vermont, and Wyoming. There are approximately 100 manufactured home installation manuals maintained by manufactured home producers. Generally, each installation manual contains at least 100 individual pages of design information. In calendar year 2018, approximately 8,000 homes were installed in HUD-administered states. An estimated 100 installers are expected to submit new applications to become licensed installers in the Department-administered states and an estimated 125 installers will seek renewal of previously issued licenses each year. There are currently a total of 672 active installers in HUD administered states. An application for an installer license will contain approximately 5 pages, and an application for certification, as an Installation Trainer, will contain approximately 10 pages. General Description of Work: HUD's Office of Manufactured Housing Programs (OMHP) requires contractor support to assist with full implementation, administration, and enforcement of the Manufactured Home Installation Program. Services include: Management and Administration Installer Licensing Activities Installer Training Programs Monitoring & Inspection Activities Other Contractor Activities Detailed description of the specific tasks are provided in Section 5 of the Government's draft Performance Work Statement (PWS). Contemplated place of performance: The services will be performed primarily at the Contractor's facility and at the various locations with the Continental U.S. where homes are installed. RESPONSE INFORMATION THIS IS AN RFI ONLY to identify sources that can provide MFH Installation Program Services. Interested vendors are those vendors who have interest in providing a response to RFI and who can provide a vendor capability statement demonstrating a commercial solution and technical experience for this requirement, including relevant scope in terms of its size, complexity and magnitude to the tasks/activities to be performed under this requirement, particularly, as it pertains to the support services and technical solutions required for the Department of Housing and Urban Development (HUD), Office of Manufactured Housing in the Office of Housing. All capable and available firms are encouraged to participate. Please be advised that generic capability statements are not sufficient for effective review of respondents' response. It must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above in sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above in compliance with FAR 52.219-14 ("Limitations of Subcontracting"). Failure to definitively address the requirement will result in a finding that respondent lacks the capability of performing the work. Responses to this notice shall be limited to ten pages, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS 541330, (size standard $19.5 million or number of employees) and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1 to be considered as potential sources. 5. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3, above). Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure.
