Site work and outdoor lighting for a mixed-use development in Kelowna, British Columbia. Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; water / sewer project; and municipal facility.

Through this Request for Proposal (Opportunity), the City of Kelowna, here after referred to as the “City”, invites proposals for the construction of projects in 3 separate areas of the Glenmore Landfill. Each project has its own budget but these projects have been bundled to create efficiencies in having one general contractor and Contract Administrator and will all be under one contract. Project A: Area 3 Liner. Scope of work includes construction of a new cell that includes earthworks, installation of an engineered liner system for a new cell that ties into an existing cell liner, and leachate collection system complete with riser pump system. In addition, road construction, paving and utility installation that includes a leachate forcemain, landfill gas, storm culverts, and electrical. Project B: Compost Area Paving and Electrical Upgrades. Scope includes extension of the base prep and paving, electrical conduit and streetlighting in the compost area. The area to pave currently has windrows of compost that the City will removing prior to October 1, 2024. Project C: Landfill Gas Repairs. This project includes work required to repair the landfill gas system that was damaged during the 2023 McKinely wildfire. Works include removal and replacement of HDPE landfill gas piping and laterals. The Work can be briefly summarized as follows: Project A - Area 3 Liner. Estimated budget $7.5 million. Construct 1,350 metres of road, Pave 780 metres. Install utilities for 100 metres of landfill gas, 600 metres of leachate force main and 160 metres stormwater culverts. Fine Grading of Area 3 Liner Construct landfill berm, 45,670 square metres of base liner structure and 2,200 metres of leachate collection system Locate and tie into 200 metres of existing base liner structure. Project B – Compost Area Paving and Electrical. Estimated budget $1.2 million. Prepare and pave 9,250 square metres of Compost Pad and 6 streetlights complete with electrical works. Project C – Landfill Gas Repairs. Estimated budget $800,000. Remove approximately 220m of 400mm HDPE, short sections of 150mm HDPE and wellheads. Install approximately 950m of 150mm and 200mm HDPE landfill gas pipe. Install 24 wellheads and repair 1 condensate trap. Documents can be obtained from https://kelowna.bonfirehub.ca/portal/
