Bidders are required to show identification at the Guard Booth when entering the site and must sign in at the Security Officers desk once inside. Please allow sufficient time to comply with these requirements. No exceptions. Bidder bears the risk of late delivery. Any bids received after the stated time will be returned unopened. The intent of this project is to renovate the Delaware Army National Guard's existing 8,086 +/- square feet Field Maintenance Shop No. 1 into office space and secure storage for their Recruiting and Retention Battalion. The office space is approximately 4,922 square feet and the remaining will be the unconditioned secured storage. The office area will include the following spaces: Reception Area, Conference Room, Breakroom, Print Shop, nine (9) Offices, nine (9) cubicles, two (2) unisex toilets, and a janitor's closet. Site work will include the East side parking lot with approximately 39 parking spaces for the Recruiting and Retention Battalion staff and visitors. The existing mechanical, plumbing, and electrical systems will be upgraded or extended as required to meet code and user requirements. Provide a new fire alarm system. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), Women-Owned Business Enterprises (WBE) and Veteran-Owned Business Enterprises (VBE) will be afforded full opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race, color, national origin or sex in consideration of this award. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days' notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.
