Demolition, site work, renovation and addition to a municipal facility in Tacoma, Washington. Completed plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.

Consistent with Pierce Countys Comprehensive Plan to End Homelessness, the goal of this NOFA is to increase the number of emergency shelter beds and shelter capacity in Pierce County by providing funding for the expansion of existing emergency shelter facilities. Project Requirements Property: Property must be zoned to allow for emergency shelter expansion. Property must, upon completion, meet all applicable local and state code requirements. Property must be owned by the applicant and include permanent structures on the property that are currently being used as emergency shelter. Expansion of Services: Proposed project must clearly demonstrate an expansion of existing services including the number or beds, onsite service facilities, and other capital facilities that serve eligible populations. Eligible Population: Eligible clients must be literally homeless as defined by HUD. Or actively fleeing a domestic violence situation. Required Program Elements: At a minimum, the shelter must meet the following criteria which are based on evidence-based practices for low-barrier emergency shelter programs: Accommodates service and companion animals as required by the Americans with Disabilities Act (ADA). Has secured and reasonably sized possession storage available to all clients. Must provide access to a clothing bank. Contains on-site showering and laundry facilities. Does not discriminate based on protected classes. Sobriety and treatment are voluntary. Does not exclude people with criminal convictions, poor credit, or eviction histories. Does not require documentation of identification, custody, or citizenship. Does not turn away clients because of a lack of income or the appearance of an unwillingness to participate in services or employment. Shelter provides access to and/or referrals to behavioral health services. Staff that are trained in trauma-informed care and de-escalation. Providers will facilitate and support progress and activities that support housing and stability for clients, including facilitating access to Coordinated Entry. Services are voluntary and client-centered and organized to quickly route clients into housing or other long-term placement through supportive services, case management, and housing placement services. Hours of operation: shelter is required to operate and be staffed 24/7. This will be achieved by providing overnight shelter and day shelter services together (either directly or through partnerships). The staffing model requires more intensive levels of program supervision, case management services, behavioral health services, and security services including some type of 24/7 supervision. Utilizes strong partnerships with community organizations that engage frequently with chronically homeless individuals (i.e. homeless outreach programs, law enforcement, mental health providers, hospitals) in order to identify and target potential shelter clients. Clients sleeping or previously housed in the vicinity of the shelter should receive priority for enrollment. Timing: Must secure all funding commitments necessary for shelter expansion project and be under contract within 90 days of receiving the conditional award letter. Property and capital improvements must be complete by December 31, 2025. Length of Commitment to Shelter Operations: Minimum ten-year commitment to operating the property as an emergency shelter (starting at the date of substantial completion of property improvements). After the initial ten-year commitment, the contracting agency must continue to operate the property as emergency shelter, or for other public benefit uses as approved by the County, for an additional twenty (20) years. Compliance and Monitoring During the Commitment period: The shelter shall provide reporting data to the Pierce County Continuum of Cares Homeless Management Information System Owner will issue the County a covenant agreement binding the property for use as an emergency shelter or other approved use by the County during the commitment period. Demonstrate that construction and development work is related to meeting applicable local/state shelter property standards and to federal procurement standards for subawards, including working with Pierce County Department of Human Services inspectors to verify work done during construction. Maintain the propertys habitability during the compliance period, verified through, at minimum, annual inspections by Pierce County Human Services inspectors. Question Submission Deadline: February 28, 2024, 4:00 pm Question Response Deadline: March 6, 2024, 4:00 pm By submitting a proposal, proposer agrees that all documents, reports, proposals, submittals, working papers, or other materials prepared by the organization pursuant to this proposal shall become the sole and exclusive property of the County, and the public domain, and not property of the organization. The organization shall not copyright, or cause to be copyrighted, any portion of said items submitted to the County because of this solicitation. All questions must be submitted within the Countys eProcurement Portal, under the Questionnaire Section no later than 4:00 pm on Wednesday, February 28, 2024. Proposers must be registered in the eProcurement Portal software in order to submit questions, receive addendums and notifications, and ultimately submit a proposal. The initial contract period is anticipated to be for 6 to 12 Months The County has the option of renewing for an additional Two Years after initial contract is executed. The actual schedule will be negotiated with the selected organization(s) based on the finalized scope of work, funding, and services being purchased.
