The ARIZONA DEPARTMENT OF TRANSPORTATION (ADOT) is soliciting Statements of Qualifications (SOQs) from Proposers under Arizona Revised Statues (ARS) Title 28, Chapter 22, Article 1, relating to Public-Private Partnerships (P3), to utilize the design-build contracting procedure for the design and construction of certain capital improvements, consisting of a section of Interstate 10 (I-10) within multiple counties and within the Gila River Indian Community (Community), known as the Phoenix-Casa Grande Highway (I-10), State Route (SR) 202L (Santan/South Mountain) to Gila River Bridge project, and commonly referred to as the I-10 Gila River Indian Community Project (Project). The Project includes the widening of I-10, the reconstruction of traffic interchanges (TIs) at Wild Horse Pass, SR 347/Queen Creek Rd, and Riggs Road, the widening of the Goodyear Road grade separation, and Information Technology Systems (ITS), within the City of Phoenix, the Community, Maricopa County, and Pinal County. This Project is part of the overall I-10 Wild Horse Pass Corridor. The proposed Project is approximately 12 miles in length and is located within the City of Phoenix, the Community, Maricopa County, and Pinal County, Arizona from approximately SR 202L (Santan/South Mountain) to approximately milepost 172.75. The Work generally includes designing and constructing the following: Interstate 10 (A) Widen I-10 to the median to provide one high occupancy vehicle (HOV) lane and three general purpose lanes (GPLs) in each direction from SR 202L to Riggs Road; (B) Widen I-10 to the median (with the exception of Item (C) below) to provide three GPLsin each direction from Riggs Road to approximately MP 172.75; (C) Reconstruction of approximately 3,200 feet of I-10, closing the median, to provide the required vertical clearance for I-10 under the Goodyear Road bridge, and to provide three GPLs in each direction; (D) Auxiliary or acceleration/deceleration lanes for all TI ramps; and (E) ITS infrastructure. Traffic Interchange and Grade Crossing Improvements (A) Reconstruct the diamond-style TIs at Wild Horse Pass Boulevard and SR 347/Queen Creek Road as Diverging Diamond Interchanges (DDIs) to provide the required Level of Service, including modifying the existing bridges and constructing new parallel bridges as needed; The ADOT estimated amount for design and construction of the Project is $375,000,000. It is anticipated that the Contract will run for a term of approximately 1,100 Days. The location and description of the proposed work are as follows: Questions of an administrative or contractual nature must be submitted in writing as specified in the RFQ to Sarker Rahman (f0721_db_i-10@azdot.gov). The proposed Project is approximately 12 miles in length and is located within the City of Phoenix, the Community, Maricopa County, and Pinal County, Arizona from approximately SR 202L (Santan/South Mountain) to approximately milepost 172.75. Bid Opening: 6/3/2024 11:00:00 AM Engineering Specialist: Sarker Sajedur Rahman Pre-Qualification: Yes In order to submit an SOQ, interested firms must have with ADOT for the Project. Each entity with a direct equity interest in the Proposer (whether as a member, partner, joint venture member, or otherwise) and the Lead Contractor must be prequalified as a contractor with ADOT. A member's share of a consortium may not exceed its limit. Proposers' such entities that are not prequalified shall submit the application a minimum of 10 Days prior to the submittal of an SOQ. Firms proposing as a joint venture shall submit their joint venture application a minimum of 15 Days prior to the SOQ due date to the ADOT Contracts and Specifications Group. All format requirements, submittal guidelines, instructions, and documentation submission requirements contained in this Request for Qualifications (RFQ) are for the ADOT Project and Project number referenced above. Submittals failing to follow the format, submittal guidelines or any other instructions outlined in this RFQ will be rejected. ADOT reserves the right to reject any and all submittals, cancel the advertisement, procurement, or negotiations of a contract at any time ADOT deems to be in the best interest of the State.
