The Biddershall furnish all labor, insurance, equipment, materials and power for the complete performance of this project as follows: That it is deemed necessary to improve: the north side of Covington Road from Hadley Road to Getz Road with an 8 to 10-foot wide asphalt trail, connecting Aboite residents with Covington Plaza and Time Corners. The project includes a pedestrian bridge, ADA curb ramps, retaining walls, signage, pavement markings, storm drainage infrastructure and erosion control measures. All in accordance with the Bidding Documents and Drawing No. ST- 12282 as prepared by Transportation Engineering & Engineering Resources, Inc. for the City of Fort Wayne, Indiana. No bid will be accepted from, or contract awarded to any person, firm, or corporation that is in arrears to the City, upon any debt or contract, or who has failed to execute, in whole or in part in a satisfactory manner, any contract with the City; or, who is a defaulter as to surety or otherwise, upon any obligation to the City. The Board reserves the right to reject any and all bids for failure to comply with applicable laws and/or with the Instructions to Bidders. The Board also reserves the right to waive any defect in any bid. The Citys goal for qualified Emerging Business Enterprise (E.B.E), as subcontractors on this project is ten percent (10%) of the contract amount.
