Downtown Stabilization Project-Pre-Renovation Abatement Total MWBE Participation Goals: 30% Location: 7623 North State Street, Lowville, NY 13367 The project will consist of the asbestos and hazardous materials abatement of 7623 North State Street, Lowville NY 13367. 2.2 Scope of Work The request for proposal is regarding the Downtown Lowville Stabilization project that will support the renovation of the vacant building known as the Steven's Block, located at 7623 North State Street, Lowville. Lewis County, as the grant recipient, will leverage New York Main Street (NYMS) funds to complete repairs to the facade, abatement of hazardous materials and asbestos on the 2nd and 3rd floors and roof, and roof replacement resulting from the abatement. The funding will also be used for the purchase and installation of an elevator to create a multi-use commercial space for 8 residential units. This RFP is relative to Phase 1 of this project in which Lewis County is seeking proposals for pre-renovation asbestos and hazardous material abatement, including the associated roof replacement from the abatement process. The contractor will perform the work that will result in a Clearance Report allowing renovation work to move forward. The project will include complete, certified asbestos removal and disposal from the building, which is expected to begin immediately upon the receipt of a fully executed contract unless otherwise noted in the bid submission. Asbestos-containing materials that are disturbed as a part of the rehabilitation will need to be handled and disposed of according to the NYS Department of Labor requirements at 12 NYCRR Part 56. The Pre- Renovation Disturbance Assessment Report dated May 30, 2023 is provided in Appendix I of this RFP. Required Forms have been provided at the end of this document. The abatement contractor must provide their own power and water, and the bid shall include transportation fees, DOL notification fees, building-to-occupant notice costs, EPA notices, and apply for and obtain all necessary permits for the project. Lewis County will pay for the associated tipping fees; however, the vendor will be responsible for any other costs associated with the removal of the identified asbestos and hazardous materials, in compliance with NYS and Federal laws. Additionally, the vendor will be responsible for any damage to the site as well as site cleanup. Bids submitted should include asbestos abatement of the vacant building, roofing materials, and all pigeon remnants. 5 Since New York State asbestos regulations require air/project monitoring to be hired directly by the owner or their representative, the cost for an independent testing lab to perform all required air-project monitoring should not be included in the proposal/bid; however, the costs of OSHA required personnel air sampling should be included in the proposal/bid. The Contractor will need to coordinate work for all parties involved. The bid proposal shall provide a timeline to complete the project. Should the bidder be capable and interested, the County is seeking alternative bids on the following: A) The complete demolition of the interior to prepare for the renovation portion of this project. To include but not limited to the removal of flooring, wall & ceiling materials, insulation, electrical wiring, wood paneling, cabinetry, plumbing fixtures and associated piping, lighting fixtures, and appliances. Please refer to Appendix II for the most recent architectural drawings, which detail the final use of 8 residential units and the structural components that must remain for the integrity of the structure. Please provide a separate budget line and project schedule for the cost estimate relative to this alternative. B) The complete replacement of thirty-eight (38) windows, historically accurate six over six (6x6), double pane, able to open and close, wood or aluminum 32" by 86" with sills that are roughly 28" above the floor. Please provide specs, a separate budget line, and installation schedule for the cost estimate relative to this alternative.
