The City of Panama City Community Redevelopment Agency, Millville District located in Bay County, Florida ("CRA") in partnership with the City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida ("City"), will receive sealed bids for the Invitation to Bid (ITB) PC24-015 Millville Waterfront Park Improvement Project. This project shall include all labor, materials, and incidentals necessary to complete the following work as shown on the project documents and in accordance with latest edition of FDOT Standards and Specifications (if a conflict exists, most stringent conditions shall apply): 1. Demolish the features indicated in the plans. 2. Grade and install the concrete sidewalk, curb ramps, park bench pads and benches. 3. Grade and install additional parking and asphalt areas. 4. Install chase pipes where indicted for future irrigation. 5. And all other items indicated for a complete project as shown in the plan set. The selected Bidder shall provide all services listed herein, which will include the work associated with the 100% Drawings/Plans attached hereto as Exhibit A, providing (if applicable) any and all materials, labor, equipment, demolition, excavation, form work materials, concrete, form/pour/finish of concrete, wrecking/removal of all form work, removal and proper disposal of excavation and sub-grade materials, removal and proper disposal of excess concrete and form work materials, final dress-up/grading of all construction areas, and final clean-up of all construction areas necessary to perform the services. Owner will not be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Addenda, if any are available on the City's website and emailed to plan holders and a return receipt will be requested to confirm Addenda receipt. The CRA and the City reserve the right to accept any Bids deemed to be in the best interest of the CRA and the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and to re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City Code, and this ITB. The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The CRA and the City are not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause. The CRA and the City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The CRA and the City reserve the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
