SCOPE OF WORK Firms may submit proposals for one or more schedules (See Appendix B - Proposal Form). For schedules I and II, firms must submit pricing/information for all wastes identified in each schedule. For schedule III, firms may submit proposals for any or all listed wastes. 1.4.1. Regulated Waste Streams The following regulated waste streams shall be included: Schedule 1: RCRA/Non-RCRA Hazardous Waste Schedule 2: Universal Waste Schedule 3: TSCA and Miscellaneous Waste 1.4.2. Standards and Rules Contractors shall be required to perform their tasks and services while meeting all applicable laws and regulations and USNH standards relating to the contract. Contractors shall comply with current U.S. Environmental Protection Agency Rules and Regulations; New Hampshire Department of Environmental Services Rules and Regulations; New Hampshire Revised Statutes Annotated (RSA) Chapter 146-A and C; RSA 147-A, B, C, and D; RSA Chapter 149-D, M; and all provisions, rules and regulations, referenced to and promulgated thereunder including, but not limited to, the New Hampshire Hazardous Materials Incident Emergency Response Plan, and the Department of Environmental Services most current version of the Emergency Response Protocol. Any revisions, additions, or deletions to any of the foregoing prior to or during the term of this agreement, shall be deemed to supersede and replace those in current use. The contractor shall comply with U.S. Department of Transportation (DOT) and NH DOT rules and regulations. 1.4.3. General Service Requirements 1.4.3.1. USNH requires that every effort be made to protect the campus communities through services provided by the successful contractor. USNH reserves the right to review or audit any component of the services at any time of the contract period, with an agreedupon notice as documented in the proposed contract, to confirm that services are being provided and controls are in place as required by the contract. 1.4.3.2. Materials covered under this contract shall not be sent to municipal solid waste landfills or waste combustors (as defined by the U.S. Department of Environmental Protection Agency), developing countries (as defined by the Basel Convention), and/or prisons. Hazardous and other wastes must be managed and disposed of in an Environmentally Sound Manner (ESM) and only in the U.S. or Canada. If the waste cannot be handled under those conditions, it must be sent to a country that has an appointed "Competent Authority" to handle such waste according to the specifications set by the Basel Convention (see Section 1.2, "Definitions"). 1.4.3.3. The contractor shall setup separate accounts for each institution to include the proper names, service addresses, contact personnel and billing addresses and invoices on a regular basis. 1.4.3.4. Awarded Firm will need to establish that it has an appropriate Environmental Management System in place to document the volumes and final disposition of the various waste streams managed by the contractor. Tracking of regulated waste must be transparent and Awarded Firm must have the appropriate liability insurance in place at all times, for accidents/incidents involving hazardous and other wastes in its control. 1.4.3.5. A web based system allowing access by USNH EHS staff to prepare, edit and view hazardous waste profiles; manifests, land disposal restriction notices, waste tracking information and biennial reporting information is required. The contractor shall provide waste tracking detail reports on a quarterly basis to document the volumes and final disposition of waste streams generated by the institution. Proposals should describe the contractor's reporting capabilities, including procedures for client access to institution-specific data such as waste tracking detail reports. 1.4.3.6. The contractor shall assign fully-skilled, competent, and appropriately licensed/certified technicians to this contract. 1.4.3.7. The contractor shall assign a single point managerial level contact to coordinate all contract requirements and be the point of contact for any problems or questions which may arise. This individual shall meet periodically with USNH personnel, research information and deliver special reports as well as other responsibilities to be mutually determined. 1.4.3.8. USNH reserves the right to approve or remove any contractor personnel assigned to any of the USNH institutions. Agreement to any personnel changes must be made prior to any change. 1.4.3.9. The contractor shall collect and transport waste from laboratories, shops, and other points of generation or accumulation, as needed. 1.4.3.10. The contractor shall characterize and classify waste using appropriate equipment and techniques. 1.4.3.11. The contractor shall provide the necessary vehicles, manpower, equipment, etc. which is required to provide contract services. 1.4.3.12. The contractor shall assume liability and responsibility for container management of waste upon pickup. 1.4.3.13. The contractor shall provide regulated waste consultation services, including but not limited to, recommendations for packing, containerizing, or storing of wastes, at no additional charge. 1.4.3.14. The contractor shall recommend available and appropriate treatment methods to the authorized USNH representative. 1.4.3.15. The contractor shall provide a detailed description of the safe, legal, and cost-effective methods for disposal of waste generated at the USNH institution. If any options require the use of a third-party, list the name of the third-party, their EPA ID number, and the Deadline for Firm Questions 03/08/2024 12:00 p.m.
