Contact Information: David Dekker, david.dekker@siouxfalls.gov This Request for Proposal (RFP) is issued by the City of Sioux Falls (hereinafter referred to as the "City"). The purpose of this RFP is to establish a contract with a qualified Firm to complete Predesign and State Revolving Fund (SRF) Facility Plan Preparation for the Southeast Basins Sanitary Sewer Extension Project. The purpose of this preliminary design contract is to review and update the anticipated Basins 27 and 28 service area, basin limits, and cost estimates for full development buildout. Flow estimates are to be used to size, provide conceptual level layouts and cost estimates for a proposed pump station and equalization basin northeast of SD Highway 11 and Lincoln County Highway 106 intersection, as well as a force main from the proposed pump station to the Basin 26 trunk main near the proposed Intermediate Pump Station (IPS) southeast of Veterans Parkway and 57th Street. This preliminary design contract is to layout and provide cost estimates of the anticipated gravity trunk sewer system to service the entire service area for full development buildout, as well as develop a preliminary design and cost estimate for: a) The backbone trunk paralleling Lincoln County Road 106 from Highway 11 pump station to Western Avenue. b) For the Highway 11 Pump Station, Equalization Basin, and phase 1 Force Main extension to IPS. c) For subbasin 28D trunk extension to retire the Diamond Valley pump station adjacent to Cliff Avenue. The proposal shall also include services for development of preliminary right-of-way acquisition exhibits and drawings for facilities described above. Preliminary cost estimates will be used to develop preliminary Basins 27, 28, and 29 cost recovery amount on a per-acre basis based on the proportionate cost share of the proposed Pump Station, Equalization Basin and Force Main, and both backbone and Subbasin 28D trunk as well as the infrastructure cost for the future trunks north of backbone trunk and the future phase 2 Force Main. This preliminary design contract will include SRF Facility Plan Preparation, environmental review, and necessary public meetings for the backbone trunk and Subbasin 28D trunk. The preliminary design and facility plan preparation is required to adhere to all SRF Requirements. Land acquisition will adhere to the City-funded requirements. It is the vendor's responsibility to check the Bonfire website for any changes or updates to the request for proposal, which will be in the form of an addendum posted to the Bonfire website.
