The District is releasing this solicitation with the intent to award a single contract for temporary garden show block planter installation and as-needed labor Services. The District is seeking a qualified Contractor to provide labor to set-up and remove temporary block garden displays with District-owned block as well as additional temporary labor as-needed. Services include, but are not limited to, block installation and exhibit set-up/tear down labor. Question Submission Deadline:February 21, 2024, 4:00 pm Notice of Award will be posted by:March 11, 2024 Proposed Contract submitted to the 22nd DAA Board of Directors for approval (if applicable):March 12, 2024 Anticipated Start Date of Contract is:April 15, 2024 Any contract resulting from this solicitation will be awarded to the Bidder who, as determined by the District, best meets the requirements set forth in this IFB. The District may, at its sole and absolute discretion, reject any or all bids, or parts thereof, or reject any item or items in this solicitation, and waive any irregularities or technicalities. The District may postpone or cancel this solicitation, at any time, during the solicitation process. The decision as to who shall receive a contract award, or whether or not an award shall ever be made as a result of this solicitation, shall be at the sole and absolute discretion of the District. Prospective bidders are invited to review and respond to the attached Invitation for Bid 24-006 entitled, Garden Block Project and Additional Labor for the 22nd District Agricultural Association (22nd DAA/District/State). When preparing and submitting a bid, compliance with the instructions found in this IFB is imperative. If a discrepancy occurs between the information in the advertisement and the information in the attached IFB, the information in the attached IFB shall control. Inquiries regarding the processing of this IFB should be referred to the Contracts Department at rfp@sdfair.com. Please note that no verbal information given will be binding upon the 22nd DAA unless such information is issued in writing as an official addendum to this IFB. The anticipated term of the resulting contract is expected to be 3 months and is anticipated to be effective from 04/15/2024. The contract term may change if the 22nd DAA makes an award earlier than expected or if the 22nd DAA cannot execute the contract in a timely manner due to unforeseen delays. The resulting contract will be of no force or effect until it is signed by both parties and approved by the 22nd DAA Board of Directors at a public meeting (if required). The Contractor is hereby advised not to commence performance until all approvals have been obtained. If performance commences before all approvals are obtained, said services may be considered to have been voluntary and the Contractor may pursue a claim for payment by filing with the Department of General Services (DGS) Government Claims Program. Per Public Contract Code 10335, the 22nd DAA reserves the right to amend the contract after the 22nd DAA makes a contract award. Hard copy Submittal Bidders unable to submit electronically may follow the steps below: Assemble one original bid package. All documents contained in the original proposal package must have original signatures and must be signed by a person who is authorized to bind the Bidder. The bid package should be prepared in the least expensive method. Expensive bindings, color displays, promotional materials, et cetera, are neither necessary nor desired. Please DO NOT use coil or spiral binding. Bidders are encouraged to concentrate on conformity with IFB instructions, responsiveness to IFB requirements and the clarity and completeness of the bids content. Deviations may affect bid responsiveness. Failure to meet these requirements will result in a non-responsive bid and bids received after this date and time will not be considered, and will be returned, unopened. Faxes and emails will not be accepted. The Bidder is solely responsible for ensuring that the complete bid is received by the District in accordance with the IFB requirements. The District shall not be responsible for any delays in mail or by common carriers or by transmission errors or delays or any other mis-delivery. Bids received after this date and time will not be considered, and will be returned, unopened. Mail or arrange for hand delivery of the bid package to the District at its administrative offices, located at 2260 Jimmy Durante Boulevard, Del Mar, California 92014. Sealed bids must be physically received no later than the date and time . Omissions, inaccuracies or misstatements may be sufficient cause for rejection of a bid. District staff will log and attach a date/time stamped slip or bid receipt to each bid package/envelope received. If a bid package is hand delivered, District staff will give a bid receipt to the hand carrier upon request. To be timely, the District must receive bid packages at the stated place of delivery no later than 4:00 pm PST on the bid due date. Bidders are responsible for all costs of developing and submitting a bid package. Such costs cannot be charged to the 22nd DAA or included in any cost element of a Bidders price offering. The 22nd DAA will deem late bid packages nonresponsive.
