The Project shall generally consist of the following improvements: S. Memorial Ave: consists of paving of approximately 54,300 square feet of asphalt surface overlay including S. Memorial Ave. between the E Bainbridge St and E Hollowell St. located in the Old Nags Head Place Subdivision Nags Head, North Carolina. Paving thickness will be comprised of 1" thickness, a minimum 4' wide asphalt edge milling for concrete driveway transitions and a minimum 12' wide asphalt milling for street intersection pavement transitions. E Curlew St.: consists of paving of approximately 7,200 square feet of asphalt surface overlay including E Curlew Ave. between the S Memorial Ave and S Linda Lane located in the Old Nags Head Place Subdivision Nags Head, North Carolina. Paving thickness will be comprised of 1.75" thickness. S Linda Lane.: consists of paving of approximately 56,500 square feet of asphalt surface overlay along S Linda Lane between E Bark St and the southern street terminus located in the Old Nags Head Place Subdivision. Paving thickness will be comprised of 1.75" thickness, a minimum 4' wide asphalt edge milling for concrete driveway transitions and a minimum 12' wide asphalt milling for street intersection pavement transitions E. Bark St.: consists of paving of approximately 17,600 square feet of asphalt surface overlay along E. Admiral St. spanning from S. Croatan Hwy. to S. Wrightsville Ave. Paving thickness will be comprised of 1" thickness, a minimum 4' wide asphalt edge milling for concrete driveway transitions and a minimum 12' wide asphalt milling for street intersection pavement transitions. Work will also include the removal of 40 l.f. of existing 18" dia. CMP pipe and replace with 40 l.f. of 18" dia. HP Storm pipe with flared end section and permanent pavement patch. S. Wrightsville Ave.: consists of paving of approximately 9,600 square feet of asphalt surface overlay along S. Wrightsville Ave. spanning from E. Bark St. to Bainbridge St near the transition between S. Wrightsville Ave and E Bainbridge St. Paving thickness will be comprised of 1" thickness, a minimum 4' wide asphalt edge milling for concrete driveway transitions and a minimum 12' wide asphalt milling for street intersection pavement transitions. ADD Alternate #1: edge milling for asphalt driveway transitions Question Deadline 03/05/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or Bids will be received for a single prime Contract. Bids shall be on a lump sum price basis. Bids shall be on a lump sum price basis, with additive alternate bid items as indicated in the Bid Form. The successful Bidder may be required to furnish a Construction Payment and Construction Performance Bond for 100% of the contract amount as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. Owner reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids, and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of Owner to make an award to that Bidder. For comparison purposes alternates will be accepted, following the order of priority established in the Bid Form, until doing so would cause the budget to be exceeded. After determination of the Successful Bidder based on this comparative rocess and on the responsiveness, responsibility, and other factors, the award may be made to said Successful idder on its Base Bid and any combination of its additive alternate Bids for which Owner determines funds will be available at the time of award and in the interest of the Town of Nags Head. Owner also reserves the right to waive informalities or minor defects and to reject any or all bids. The bidder to whom this project is awarded shall have until June 7, 2024 to Substantially Complete the Project. Other provisions as to time of Full Completion, project milestones, Liquidated Damages, etc. are set forth in the Contract Documents
