Site work and new construction of a water / sewer project in Erie, Pennsylvania. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The Project includes the following Work: The Project consists of the construction of a new booster pumping station at the location of the Asbury Water Storage Tanks and the decommissioning and demolition of the existing booster pumping station. Work includes excavation, demolition, masonry building construction, watermain replacement, stormwater improvements, instrumentation, chemical feed equipment installation, electrical work, standby generator installation, control system integration, HVAC work, and site restoration. Contract No. 2024-14B - The Electrical Contractor is responsible for the following: a. The Electrical Contract consists of but is not limited to electric and telephone services, switchboards, motor controllers, panels, wiring, conduit, devices, lighting, trenching, bedding, backfilling, compaction of duct banks / raceways, and field instrumentation. This Contract also includes additions and upgrades to the existing Supervisory Control and Data Acquisition (SCADA) System and Security System that monitor operations within the existing water system. b. Division 01 - General Requirements. c. Division 26 - Electrical. d. Drawings as listed on cover sheet Drawing G-001 and identified as Contract No. 2024-14B Instructions to Bidders. For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. A Bid must be accompanied by Bid security made payable to Owner in an amount of 10 percent of Bidder's maximum Bid price (determined by adding the base bid and all alternates) and in the form of a Bid bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Funding agency requirements that are applicable to this project include American Iron and Steel (AIS), Disadvantaged Business Enterprise Solicitation Six Good Faith Efforts; Davis Bacon Act Federal Wage Rates; American Iron and Steel requirements of P.L. 113-76, the Consolidated Appropriations Act of 2014. Attention is called to the fact that Davis Bacon Act federal wage rates must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of thisCommonwealth who is qualified and available to perform the work to which the employment relates. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Any and all of the iron and steel, manufactured products and construction materials used in the project will be produced in the United States in a manner that complies with American Iron Steel Act. Bidder agrees to comply with all federal requirements applicable to the assistance received (including those imposed by the Infrastructure Investment and Jobs Act ("IIJA"), Public Law No. 117-58, if applicable), as may be amended and, any other applicable statute, regulation, guidance, directive, policy or procedure, and any amendment thereto, that may be approved, adopted, enacted or promulgated by the federal government. The Erie Water Works hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
